"A city manager's job is to be the chief liaison between elected officials and members of the public that they serve," says Dr. Kemp, who has been working in city management roles across the country since establishing his career in 1979. For him, his job is about much more than simply relying information, it's about being the voice for the citizens and playing an active role in ensuring decisions made by the city council are having a positive impact on the community. Regularly, he attends city council meetings and discusses concerns on policy, budget and other public information. Since 1993, Dr. Kemp has excelled as the city manager for the city of Meriden in Connecticut after garnering an expertise in his line of work through his previous experiences. During his tenure, he has made a positive influence on the cities of Seaside, Calif., Placentia, Calif., and Clifton, NJ. In recognition of his professional excellence, Dr. Kemp was honored on two occasions by Who's Who in America.
In addition to his work as a city manager, Dr. Kemp has taken on civic projects outside of work hours to make an impact on the communities he has called home. He has served as a member of the Meriden Economic Development Corporation, the Wallingford Recycling Project, the Regional Council of Governments, and the National Association of Schools of Public Affairs and Administration (NASPAA). In addition, he has been an editorial advisory board member for the International City/County Management Association, ABC-CLIO and Macmillan Publishers Ltd.
Before establishing his career, Dr. Kemp pursued and completed his education. He earned a Bachelor of Science and a Master of Public Administration from San Diego University in 1972 and 1974, respectively, followed by a Ph.D. from Golden Gate University in 1979. Five years into his professional tenure, Dr. Kemp returned to his studies and achieved an MBA from Golden Gate University in 1984 to further support his growing career in city management. As time has gone on, he has remained a prominent figure in his industry through his affiliation and memberships with the International City/County Management Association and the American Society for Public Administration.
Looking to the future, Dr. Kemp intends to continue his work as a Professional in Residence at the University of New Haven, as a Distinguished Adjunct Professor at Golden Gate University, as we'll as a writer/editor of books on evolving issues facing local governments.
