Since 1969, after serving in the U.S. Marine Corp. from 1962 to 1968, Mr. Cross has been providing quality legal services to clients in the El Paso, TX, region. Now retired, he concluded his career as an assistant county attorney for the El Paso County Attorney's Office, a role he held since 1996.
In preparation for a career in law, Mr. Cross earned a Bachelor of Arts from Pomona College in 1962 and a Doctor of Jurisprudence from the University of Texas School of Law, Austin, in 1968. Shortly thereafter, Mr. Cross was admitted to practice in Texas, the Northern and Western District Courts of Texas and the U.S. Court of Appeals for the Fifth Circuit.
He began his legal career as a staff attorney with Travis County Legal Aid and Defender Association. In 1969 he accepted a position as staff attorney with the El Paso Legal Assistance Society (EPLAS). Over the next four years, he focused on family and consumer law cases. He also initiated an investigation of odometer tampering in El Paso that lead the State of Texas to enjoin 39 car dealers in El Paso from rolling back the odometers on used cars and obtaining "Assurances of Voluntary Compliance" from 1,500 car dealers throughout the State of Texas. From 1974 to 1976, and again from 1989 to 1992, he taught business law and commercial law as a part-time instructor at El Paso Community College. For three years, beginning in 1973, Mr. Cross served as an Assistant Attorney General where he was responsible for public enforcement of the newly enacted Texas Deceptive Trade Practices Act. During these years he also served as a member of the board of directors of the El Paso Legal Assistance Society.
In 1977 Mr. Cross was named director of the Texas Legal Services Center in Austin, Texas and spearheaded the development and implementation of program priorities for the newly formed center. He served as Chairman of the State Bar Committee on Legal Services to the Poor in Civil Matters and as a member of the State Bar of Texas Ad Hoc Committee on Private Bar Participation in Legal Service to the Poor. The ad hoc committee's work lead to the creation of the State Bar of Texas' pro bono activation and support program known as Texas Lawyers Care.
In 1985 he returned to El Paso and served as an Assistant County Attorney in the El Paso County Attorney's Office. In 1986 he joined Gerald J. Smith, Attorney at Law. Thereafter he opened his own law office where he engaged in the general practice of law. He remained in solo private practice until 1993 when he joined Gage and Gage. In 1996 he returned to the El Paso County Attorney's Office where he remained until his retirement in March of 2016.
In recognition of his professional excellence, the Senate of the State of Texas, 84th Legislature commended Clinton Ferguson Cross "on his invaluable legal service to Texas citizens and on his many contributions to the consumers and the indigent of our state and extend to him best wishes for the future." From the El Paso Bar Association he received in 2015 the Albert Armendariz, Sr. Award for "commitment to Equality of Justice, principles of Humanity, and Spirit of Public Service." In 2010-2011 and again in 2013-2014 the El Paso Bar Association recognized him with a President's Award. In 2009-2010 the El Paso Young Lawyers' Association's recognized him as the year's Outstanding Senior Lawyer. In 1978-1979 the State Bar of Texas recognized Mr. Cross with a Presidential Citation for his contributions to the State Bar of Texas.

Mr. Cross's work has been published in The Texas Prosecutor and in the Baylor Law Review. As a young lawyer he was a presenter at a professional development program on consumer law sponsored by the State Bar of Texas. Thereafter he frequently served as a presenter in training sessions for Court Appointed Special Advocates (CASA) volunteers. He served as the El Paso Bar Journal's associate editor from 2006 to 2008 and as its editor from 2009 to 2016.
