A teacher of adult education for the last four decades, Dr. Buser has been making a difference in the lives of her students on an academic and personal level. Today she shares her expertise as a member emeritus of the Council of State Directors of the Correctional Education Association. Previously, she came to prominence as an education program specialist for adult education for the US Department of Education and as director of correctional education at Maryland Department of Education. Other noteworthy roles held in Dr. Buser's career with the Maryland Department of Education include field coordinator for correctional education, correctional education supervisor, correctional pre-release education supervisor, and correctional teacher. In recognition of her professional excellence, she was distinguished by the University of Maryland as a fellow of education for behaviorally disordered students. In addition, she was selected for inclusion into Who's Who in America, Who's Who in American Education, Who's Who in the East, Who's Who in the World and Who's Who of American Women.
Before establishing herself professionally, Dr. Buser prepared for an academic career by investing in her own education. She earned a Bachelor of Arts in English from Carleton College in 1968, a Master of Science in special education from the University of Maryland in 1985, and a Ph.D. in educational policy and administration in 1996, also from the University of Maryland. To stay at the top of her field, Dr. Buser is a member of the Correctional Education Association, where she served as region II secretary in 1986. Since 2002, she has been a member of the editorial board of its Journal of Correctional Education. In addition, Dr. Buser has taken on career opportunities outside of his profession that have established her leadership and expertise in the field. She has worked on major projects with the Maryland State Advisory Council on Adult Education and with the National Institute of Corrections in Washington on its prison literacy program. As she looks to the future, Dr. Buser intends to continue providing her services in adult education and corrections while taking on new projects and opportunities as they arise.
