Having served since 1952, Lt. General Springer retired from the United States Air Force as Vice Commander in Chief of the Military Airlift Command in 1988. He began his career in the Air Force with navigator training as an aviation cadet in 1952. After serving three years as a B-29 radar navigator at Yokota Air Base Japan he entered pilot training. In 1965 he served as the Chief of Intelligence at Pleiku Air Base in South Vietnam.
In 1978, Lt. General Springer served as Commander of the 435th Tactical Airlift Wing at Rhein Main Air Base in Germany. In 1980, he began serving as the Commander 322nd Airlift Division at Ramstein Air Base, Germany. Here, he was responsible for strategizing and directing the airlift of the Embassy hostages from Teheran, Iran in January, 1981, President Reagan's inaugural day, which served as a powerful moment in American history. He was also commander of the Air Force Manpower and Personnel Center at Randolph Air Force Base, Texas from 1982 to 1984, and commander 21st Air Force at McGuire Air Force Base, New Jersey from 1985-1987. He then served as the Air Force Inspector General from 1985-1987.
After his retirement from active duty, he served as the Executive Director of the Arnold Air Society and Angel Flight (now Silver Wings). He is the founding Executive Director/President of the Air Force Memorial Foundation. He has served on the Air Force Memorial Advisory committee since 2009 and as Chairman since 2012. Lt. General Springer played an instrumental role in the development of the U.S Air Force National Memorial which commends the selfless dedication of the men and women who have served, or are serving, in the United States Air Force and its' predecessor organizations. The Memorial was dedicated on October 14, 2006 - 54 years to the day that Lt. General Springer was sworn in as an Airman Basic.
Lt. General Springer graduated from George Washington University with a Master of Science in International Affairs in 1969, and a Bachelor of Arts in Social Science in 1964. He was also a distinguished graduate of the Air Force Command and Staff College and the Air War College both at Maxwell Air Force Base, Alabama.
Outside of his Air Force career, he served as President of NovaLogic Systems from 1999 to 2007 and President of Bsone Inc. from 1999 to 2013. He also served his community as a trustee of multiple organizations, including the Aerospace Education Foundation from 1992 to 1994, and the Falcon Foundation from 1996 to 2008. Additionally, he was a trustee of the North Carolina Military Foundation from 2006 to 2009. He has been a member of a First Bank (N.C. based) Advisory Board since 1997, and chairman since 2012.
Lt. General Springer is a member of the Air Force Association and the 1984 recipient of their Presidential Citation. He is a life member of the Airlift/Tanker Association, and served as their senior vice president from 1989 to1994. He is a life member of the Military Officers Association, and the Order of Daedalians. He is also a 33rd Degree Mason. He was decorated with the Defense Department Distinguished Service Medal, the Air Force Distinguished Service Medal, Legion of Merit, the Distinguished Flying Cross, Air Medal with oak leaf cluster, and Bronze Star. He has been featured in numerous editions of Who's Who in the East, Who's Who in America, and Who's Who in the World. Lt. General Springer has been married to Bonnie Joan Brubaker for 64 years. They have five children, Robert Dale, Junior, Debra K. Springer Miller, Curtis A, Michele L. Becker, and Tania. They have eleven grandchildren and one great grandchild.
