In 1998, Dr. Hsieh received a PhD in computer science from the National Taiwan University. After graduating, he served a compulsory two-year term in the military before beginning his career as an assistant professor in the Department of Computer Science and Information Engineering at National Chi Nan University. In 2002, he joined the Department of Computer Science and Information Engineering at the Nation Cheng Kung University, and now serves as a distinguished professor in the department. Dr. Hsieh often involves himself with extracurricular activities, serving as the 2003, 2016, and 2017 national programming coach of the Taiwan teams attending the International Olympiad in Informatics. His couching skills led his teams to achieve gold, silver, and bronze medals. He has also served as a referee in a number of national programming competitions, and he has held more than 77 national programming competitions.
Dr. Hsieh served as a principal investigator of the Information Technology Software Academy, a program designed to build a platform, called e-tutor, for teaching and learning program languages. The program has been used by more than 75,000 users and by top universities around the world. He received the 2011 IEEE Outstanding Technical Achievement award for his contributions in building this software. Dr. Hsieh has more than 110 journal publications on his theoretical and applied research.
Beyond his professional endeavors, Dr. Hsieh also serves on the editorial board of 10 reputable international journals. He is an associate editor for IEEE ACCESS; IEEE Transactions on Reliability; Theoretical Computer Science (Elsevier); the Journal of Computer and System Sciences; Discrete Applied Mathematics (Elsevier); Journal of Supercomputing (Springer); the International Journal of Computer Mathematics (Taylor and Francis Group), Discrete Mathematics, Algorithms and Applications (World Scientific); Fundamental Informaticae (Polish Mathematical Society); and the Journal of Interconnection Networks (World Scientific). He has also served on the organization and program committees of more than 96 international conferences in computer science and computer engineering.
Dr. Hsieh's research interests include the design and analysis of algorithms, fault-tolerant computing, bioinformatics, parallel and distributed computing, and algorithmic graph theory. He has won numerous awards for his research, publications, and professorship. He has been awarded for his outstanding research by the National Science Council in 2009, and in 2007, he received the K. T. Lee Research Award and the President's Citation Award by the American Biographical Institute. He has also been awarded multiple times for his thesis and PhD Dissertation guidance, helping his students develop outstanding research within the field as their chair and instructor.
Dr. Hsieh also been awarded as an outstanding educator by the Chinese Institute of Engineers in 2014, 2013, and 2008; the Chinese Institute of Electric Engineers in 2013; the National Cheng Kung University in 2013; and the International Biographical Centre in Cambridge in 2006. He was a fellow of the Institution of Engineering and Technology in 2016 and the British Computer Society at the Chartered Institute for Information Technology in 2011. Dr. Hsieh is also an IEEE senior member, and he was a senior member of the Association of Computing Machinery in 2009.
Dr. Hsieh has been commended as an Outstanding Scientists of the 21st Century by the International Biographical Association in 2005, and he was listed as one of the Great Minds of the 21st Century by the American Biographical Institute in 2005.
