An executive in the fire protection industry, Dr. Hall served as the division director of fire analysis and research for the National Fire Protection Association (NFPA) in Quincy, MA, for 30 years until his retirement in 2014. A global non-profit organization that was established in 1896, they are devoted to eliminating death, injury, property damage, and other economic loss due to fire, electrical, or related hazards by delivering information and knowledge through more than 300 consensus codes and standards, research, training, education, outreach, and advocacy, and by partnering with others who share an interest in furthering their mission.
Formerly an operations research analyst for the Center for Fire Research within the National Bureau of Standards in Gaithersburg, MD, from 1982 to 1984, as well as for the U.S. Fire Administration within the Federal Emergency Management Agency from 1979 to 1982, Dr. Hall was also a senior research associate at the Urban Institute from 1973 to 1979 and a research analyst for the Resource Management Corporation from 1972 to 1973. Active with the Institute of Management Sciences for many years, Dr. Hall served as vice president of member activities, secretary, member-at-large of council, chairman of the organization and bylaws committee, and chairman of college on public programs and processes, and president of the Washington, D.C. chapter. He was also affiliated with the Washington Operations Research/Management Science Council as a trustee.
Dr. Hall completed an undergraduate degree cum laude at Brown University and a PhD at the University of Pennsylvania. Since that time, he has written extensively, authoring chapters in: "Procedures for Improving the Measurement of Local Fire Protection Effectiveness," and multiple chapters of "How Effective Are Your Community Services?," "The SFPE Handbook on Fire Protection Engineering," "Fire Protection Handbook" and "Encyclopedia of Operations Research and Management Science." He was also editor for TIMS Chapters Newsletter for three years, a columnist/editor for "Applications Review" for 12 years, and a columnist for "Management Science Update" for one year, in addition to contributing articles as an author for various other publications.
An elected fellow of the American Society for Testing and Materials, where Dr. Hall received 1995 and 2005 Appreciation Awards, 2004 Wayne P. Ellis Award, 2010 Award of Merit, 2011 and 2013 Recognition Awards, and the Institute of Operations Research and Management Science, Dr. Hall has served in numerous roles for each of the two organizations. He is also a member of the American Association for the Advancement of Science, the Society of Fire Protection Engineers, the National Fire Protection Association, and several others.
Within his community, Dr. Hall served as chairman of the Fire Safety Institute from 2004 to 2014 and member of Morrill Memorial Library Board of Trustees, as well as several other ad hoc committees. He is the recipient of a Leadership Giving Award by the United Way of Neponset Valley, a Certificate of Recognition and a Certificate of Special Achievement by the National Bureau of Standards, and four Certificates of Outstanding Performance by the Federal Emergency Management Agency. He has also been highlighted in more than 40 editions of Who's Who, including Who's Who in America, Who's Who in Science and Engineering, and Who's Who in the World.
