For more than 50 years, Mr. Klebanoff is an experienced, dedicated attorney who represented families of children with all types of disabilities, such as learning disabilities, attention deficit disorder, deafness, physical disabilities, and autism. Retiring in May 2017, he has also represented children who have been harassed, bullied, and those involved in disciplinary proceedings like expulsions. Receiving an undergraduate degree from Yale University in 1959, followed by a JD at the University of Connecticut in 1962, Mr. Klebanoff began his career with the U.S. Department of Labor in 1963. During the course of his career, he was managing partner with several firms in the Hartford area of Connecticut.
Greatly inspired by two of his children that have disabilities, Mr. Klebanoff has been nationally recognized for his work in special education law. Some of his achievements include writing key legislation that was designed to protect the rights of those with disabilities and their families. He was also recognized by the University of Connecticut with the establishment of The Klebanoff Institute in 1997. The organization serves as a way to provide the parents, teachers, and students with training, service, and research related to ethics, law and policy in special education, and disability services. The mission of The Klebanoff Institute is to improve the quality of educational and other services to children and adults with disabilities and their families by conducting research, disseminating information and conducting training activities aimed at overcoming legal, ethical and systemic impediments to such services. Mr. Klebanoff taught as an adjunct professor of educational law at the university in the late 1970s.
Additionally, Mr. Klebanoff was an adjunct professor of education at Southern Connecticut State College, lecturer at Trinity-Rensselaer Institute of Community Education, and lecturer of special education at Trinity College and Quinnipiac University. He served as a state representative from 1969 to 1977, house chairman of the education committee of the Connecticut General Assembly, and first chairman of the Connecticut Board of Higher Education. He also served on the advisory board of the Connecticut Judiciary Task Force for Children, the advisory board for the Learning Disability Association, and served as a member of the rehabilitation advisory council for the state of Connecticut. He has lectured nationally, and was a founder and member of the first board of directors of the Conference of Parent Attorneys and Advocates, a national organization. He was one of the founders and attorney for an organization which has established hundreds of group homes for young adults with intellectual disabilities.
A longtime member of the Hartford County Bar Association, the Connecticut Bar Association, and the American Bar Association, Mr. Klebanoff served as the first co-chair of the mentoring committee of the Connecticut Bar Association, and received numerous awards throughout his lengthy career in law, including the President's Award for Excellence by the Hartford County Bar Association, and a National Leadership Award by George Washington University. He was named fellow of the Connecticut Bar Association, Outstanding Legislator by the House of Representatives in Connecticut, and was highlighted in Who's Who in American Law twice.
