Still consulting in her field although she has been retired from her full-time career in municipal work for nearly 15 years, Ms. Mosby spent two decades with the City of San Jose and City of Santa Monica Department of Parks and Recreation in various roles between 1972 and 1991. She then spent another 12 years with the City of South Gate as director of parks and recreation. Recently, she served part-time as a donor relations officer for Taft College in Taft, CA, from 2009 to 2013, and again in 2015.
As a certified park and leisure professional through the National Recreation and Park Association and certified recreator through the California Board of Recreation and Park Certification, Inc., Ms. Mosby was active in the California Park and Recreation Society serving on the boards of District 9, District 10, the Administrators Section and chairing the state-wide Scholarship Foundation. In addition, she served many years as president of the California Board of Recreation and Park Certification, Inc. In addition, she served on the board of directors for the Santa Monica City Employees Federal Credit Union from 1980 to 1989, and as president from 1986 to 1987. She also served as a member of the citizens advisory committee for the L.A. Olympic Organizing Committee from 1982 to 1984, and was on the fine arts commission at California State University in Bakersfield from 2008 to 2009.
Ms. Mosby has been affiliated as a member of many professional organizations, foundations, and programs over the course of her career. She is currently involved as a member of the Assistance League of Bakersfield and is a longtime member of Pi Alpha Alpha, NASPPA, since 1982. A parishioner of the Emmanuel Lutheran Church, she has been heavily involved by participating as a church council member and board secretary since 2015, and as a pianist for the youth program, flute soloist, choir member, and part-time assisting minister. She is also on the scholarship committee of the academic decathlon board for Kern County Superintendent of Schools.
In honor of her many years in local government, Ms. Mosby received a State Citation Award of Merit for 1999-2000 and a District X Special Recognition Award for 1997-1998 from the California Park & Recreation Society. She was also recognized by being named Outstanding Professional of the Year by the City of Los Angeles Department of Recreation and Parks in 1995, and was named Outstanding Professional of Year by the Los Angeles Basin Park and Recreation commissioners and board members in 1993. Highlighted in more than 30 editions of Who's Who, including Who's Who in America and Who's Who in the West, Ms. Mosby earned an AA in Sociology at Bakersfield College in 1969, a BS in Recreation Administration at San Jose State University in 1972, and an MPA at California State University in Dominguez Hills in 1982.
