With nearly 51 years of professional excellence to his credit, Mr. Cohen is currently retired from active career endeavors. He most recently served as President of EBCO Technology Advising, Inc. from 1995 to 2014. In this capacity, he performed engineering consulting activities for several U.S. Government agencies, primarily the Defense Advanced Research Projects Agency (DARPA). Prior to this, from 1995 to 2002, he worked as the Vice President and Executive Director of Technical Operations of the Palisades Institute for Research Services, Inc. He was the Executive Director of Microwave and Millimeter Wave Technology at DARPA from 1991 to 1995, a DARPA Program Manager between 1988 and 1991 and concurrently served as Deputy Director of DARPA's Defense Manufacturing Office during 1990 and early 1991. Previously, Mr. Cohen was the Deputy Director for Microwave and Millimeter-wave Programs at the Defense Technology Analysis Office from 1986 to 1988, Navy Director of the Very High Speed Integrated Circuits (VHSIC) Program at the Space and Naval Warfare Systems Command (formerly Naval Electronics Systems Command) between 1980 and 1986, Head of the High Frequency Devices Section at the Naval Research Laboratory (NRL) between 1972 and 1980 and an electronics engineer at NRL between 1963 and 1972. From 1963 to 1980 he performed research and development activities on many types of microwave devices and circuits at NRL. Before beginning his professional career, Mr. Cohen pursued his educational activities at The George Washington University, earning a Bachelor of Electrical Engineering degree in 1963 and a Master of Science in Electrical Engineering degree in 1966. Mr. Cohen also completed additional postgraduate course work at The George Washington University between 1967 and 1972.
Mr. Cohen has contributed to numerous additional efforts related to the engineering profession. In 2000, he was invited to be a distinguished lecturer by the Department of Electrical and Computer Engineering at the University of Massachusetts-Amherst. He gave a well-received presentation there on the development and status of microwave and millimeter-wave devices and monolithic integrated circuits. He served as a member of the Revolutionary Technology Subcommittee of the Aerospace Technology Advisory Committee of the National Aeronautics and Space Administration during 2002 and 2003. He was a member of the Board of Visitors of the Department of Materials and Nuclear Engineering at the University of Maryland from 1995 to 1998. He was a member of the U.S. Government Senior Executive Service from 1989 to 1995 and a member of the U.S. Department of Defense Advisory Group on Electron Devices (AGED) from 1971 to 1995. Additionally, Mr. Cohen was the President of the Strathmore Bel-Pre Civic Association in Silver Spring, MD from 1980 to 1981.
Mr. Cohen was inducted in the Space Technology Hall of Fame by the Space Foundation in 2003 as a result of his leadership of the DoD Microwave and Millimeter-Wave Monolithic Integrated Circuits (MIMIC) Program. He has also been awarded a 3rd Millennium Medal by the Institute of Electrical and Electronic Engineers (IEEE). He was elected a Fellow of the IEEE in 1991 and became a Life Fellow in 2007. Mr. Cohen was selected for inclusion in many editions of Who's Who in America, Who's who in Science and Engineering, Who's Who in the South and Southwest and Who's Who in the World.
Mr. Cohen was also a member of the IEEE Microwave Theory and Techniques Society Administrative Committee (AdCom) where he was elected Vice President in 1994 and President in 1995. Mr. Cohen consulted for numerous DARPA programs that built upon progress achieved under the MIMIC Program which focused upon gallium arsenide devices and monolithic integrated circuits. The programs that followed made use of other semiconductor materials including indium phosphide, silicon carbide and gallium nitride to improve performance and extend the frequency range of operation of solid-state monolithic integrated circuits to as high as 1 terahertz. The achievement of 1 terahertz operation was recognized by the Guinness Book of World Records. Looking toward the future, Mr. Cohen hopes to continue enjoying his retirement including spending time with his children, grandchildren and friends. He also looks forward to engaging in other activities of interest, both technical and non-technical.
