Drawing upon more than 25 years of professional experience, Mr. Florey is a widely regarded attorney in the fields of construction, land use, municipal law, construction, tax, finance, and litigation. Since the inception of his career, he has represented public and private clients, including municipalities, school districts, community colleges, townships, libraries, private owners, contractors, and design professionals. Mr. Florey is admitted to practice before the United States District Court for the Northern District of Illinois, as well as the Supreme Court of Illinois. Since 1999, he has served as a partner with Robbins Schwartz, a well-known pioneer in the practice of education law.
Mr. Florey recently received a Mediator Certification from Northwestern University. Mr. Florey will use his 25 years of experience in construction litigation representing owners, architects, engineers and contractors to serve as a mediator while continuing to practice law in his other areas of expertise.
Mr. Florey takes great pride in his ability to represent local and statewide clients in construction matters, particularly construction related to public bodies. A respected voice in his fields of practice, he has contributed numerous articles to legal publications. Most recently, Mr. Florey authored "Organization, Finance, and Property," which was published by the Illinois Institute for Continuing Legal Education in 2017. He has delivered dozens of presentations, including an "Interactive Purchasing Workshop," which was delivered at the Illinois Association of School Business Officials Annual Conference in 2017.
In recognition of his commitment to education law, Mr. Florey was again named a Leading Lawyer in School Law in 2017. In addition, he was selected as the recipient of the Litigator of the Year Award by the Illinois local government. Throughout the course of his career, Mr. Florey has been named a Leading Lawyer in Construction Law; Leading Lawyer in Government, Municipal, Lobbying and Administrative Law; and Leading Lawyer in Land Use, Zoning and Condemnation Law. In 2012, he was awarded the Above and Beyond Award by the Illinois Association of School Business Officials.
Prior to pursuing a career in law, Mr. Florey received a Bachelor of Arts from the University of Illinois at Urbana-Champaign. He went on to complete a JD through the DePaul University College of Law in 1992. During this time, Mr. Florey served as the managing editor of the DePaul Journal of Art and Entertainment Law for one year.
Since completing formal education, Mr. Florey has served as a partner with Robbins Schwartz. He previously served as the chair of the DuPage County Bar Association's Local Government Committee. In addition, Mr. Florey served as an elected Village Trustee for the Village of Lombard for eight years. He was previously appointed by the special assistant attorney general to prosecute and defend construction litigation claims on behalf of the Illinois Capital Development Board. In an effort to remain alert of recent developments in his fields of practice, Mr. Florey maintains involvement with the DuPage County Bar Association, Illinois State Bar Association, Illinois Association of School Business Officials, and IASBO Service Associate Advisory Committee.
