Dr. Raines has been featured in a wide range of honors publications, including Who's Who in America, Who's Who in the South and Southwest and Who's Who in the World.
A respected voice in his fields of study, Dr. Raines has been credited as an author or co-author of several official publications, including "Eyes of Artillery: The Origins of Modern U.S. Army Aviation in World War II," "The Army and the Joint Chiefs of Staff" and "The Rucksack War: U.S. Army Operational Logistics in Grenada, 1983." Although Dr. Raines retired in 2011, he maintains involvement with the American Historical Association, Organization of American Historians, Society for Military History, Society for History in the Federal Government, and Society for Historians of American Foreign Relations. He is currently serving as a contract historian with the Joint History Office in the Pentagon.
Dr. Raines attended Southern Illinois University-Carbondale, where he received a Bachelor of Arts in history in 1966 and Master of Arts in history in 1968. Upon completing a Ph.D. in history at the University of Wisconsin-Madison in 1976, he joined Silver Lake College as an assistant academic dean. Dr. Raines held this position until he joined the U.S. Air Force as a civilian historian in 1979. One year later, he moved to the U.S. Army Center of Military History.
