A longtime chemist as well as the former vice president and chief technology officer at L-3 Communications Infrared Products from 2004 to his official retirement in 2008, Dr. Frank's extensive background in chemistry spans more than 30 years. Working for the technology giant Texas Instruments in Dallas for the bulk of his career, he served as the manager of fuel cell development, manager of charge coupled imagers, manager of wafer fabrication, manufacturing manager, manager of focal plane array assembly and testing, and manager of uncooled IR imaging. Moving on to Raytheon Commercial Infrared in 1999 as their chief engineer, Dr. Frank spent three years in this role before being promoted to serve as the organization's chief technical officer from 2002 to 2004.
A longstanding member of the American Association for the Advancement of Science, the American Chemical Society, and the Electrochemical Society, Dr. Frank was a Robert A. Welch fellow at the University of Texas from1974 to 1977. He previously earned his undergraduate degree at Colorado State University in 1969 and a Doctor of Philosophy at California Institute of Technology in 1974. He has authored/co-authored numerous articles in various peer reviewed journals, and began serving as a referee for the Journal of Applied Physics and the Journal of Physical Chemistry. A presenter in his field, he holds several patents in his area of expertise as well.
Today, Dr. Frank serves as the captain of the Fairview Fire Rescue, since 2009. Affiliated with Friends of Fairview, a 501 (c) 3 non-profit that was established in 2007 to provide tax-deductible benefits to individuals and companies who wish to donate to the Fairview Fire Rescue Department, the organization is independent of the City of Fairview and the Fairview Fire Rescue Department. Their mission is to help recruit, retain, and improve the health and well- being of career and volunteer firefighters who are active members of the Fairview Fire Rescue Department by raising funds to provide recognition and appreciation of the firefighters who serve the community. Born in Red Oak, Iowa, Dr. Frank has been married to his wife, Carol Bert Femmer, for 42 years.
