Throughout her career, Ms. Steffy has served in the federal, state and local government as a state agency administrator. From 1998 to 2001, she served as the national director of the Performance Initiative, and from 1985 to 1998, she acted as the regional administrator of the Children and Families Administration of the Illinois Department of Health and Human Services. She held multiple positions with the Indiana Department of Public Welfare, serving as an assistant administrator from 1977 to 1985, and director of the division on public assistance from 1973 to 1977. She previously served the Marion County Department of Public Welfare as the assistant chief supervisor from 1966 to 1973, supervisor from 1963 to 1966, and as a caseworker in the department from 1961 to 1963. She began her career as an executive secretary with the Franklin County Mental Health Association in 1959, serving in the position for two years.
Ms. Steffy's perspective on community appreciates the unifying relationship it forms between people. This unity gives rise to the idea of building a society aimed at promoting the common good and in helping others. Ms. Steffy decided to pursue a career in service of her community. After graduating with a Bachelor of Arts from Ohio State University, she found herself interested in the fields of demographics, human behavior, political organizing and society. She found a job with the local government and was excited to begin a career geared towards supporting the general workings of social living. She continued her education as a postgraduate student at Butler University and Indiana University and has served as a member of the National Association of State Public Welfare Administrators, the American Public Welfare Association and the Network of Women in Business.
Ms. Steffy also served in academia as a lecturer at Ball State University, Lockyear College and the Indiana University Graduate School of Social Work. Additionally, she applied her expertise in the field as a member of the Indiana Development Disabilities Council from 1979 to 1981, the Indiana Community Services Advisory Council from 1978 to 1981, the Indiana Child Support Advisory Council from 1976 to 1982, and the Welfare Service League in 1967. She also acted as the chairman of the Rules Committee of the Indiana Health Facilities Council from 1974 to 1981, as chairman of the Lawrence Township Roundtable from 1983 to 1989, and as the director of the Palette and Chisel Academy of Fine Arts in 2003. In addition, since 2015, Ms. Steffy has served her community as a member of the patient advisory committee for the St. Josephs Hospital.
