Board-certified anesthesiologist Dr. Bachman retired in 1994 after being employed with the U.S. Public Health Service as the director of medical services. He previously held roles with the Office of the Surgeon General, U.S. Public Health Service, the National Oceanographic and Atmospheric Administration, the Department of Health, and the Commonwealth of Pennsylvania from 1972 to 1988. Dr. Bachman also formerly served as the director of anesthesiology at the Children's Hospital of Philadelphia between 1955 and 1972, was an anesthesiologist and instructor of anesthesiology, pharmacology, and experimental therapeutics at Johns Hopkins University Medical School from 1953 to 1955, and worked out of several other hospitals during his tenure. Dr. Bachman also served as Pennsylvania health secretary from 1975-1979, during the Legionnaires disease crisis in 1976, and was the Pennsylvania Governor's health services director from 1972-1975.
Dr. Bachman's expertise also lent a hand in academia. Beginning in 1982, he served as a clinical professor of anesthesia at George Washington University School of Medicine. He also taught as a professor of anesthesiology at the University of Pennsylvania and was an honorary visiting professor at the University of Iowa and Einstein College of Medicine in New York City. Early in his career, Dr. Bachman also upheld the role of president of the Pennsylvania Society of Anesthesiologists and chairman of the American Academy of Pediatrics in the section of anesthesiology. He has since been an active member of the American Society of Anesthesiologists, the American Medical Association, and several other professional organizations, as well as an elected fellow of the American Academy of Pediatrics, the American College of Chest Physicians, and the American College of Anesthesiology.
Active in government, Dr. Bachman was a democratic candidate for the United States Congress for Delaware County who also served as chairman of the democratic committee of Delaware County and as president of the Central Philadelphia Reform Democrats. Locally, he served as a board member of the Society Hill Civic Association, chairman of Health Professionals for Humphrey/Muskie and co-chairman of Health Professionals for Shapp/Kline.
Awarded with a Robert M. Smith Award by the American Academy of Pediatrics in 2004, Dr. Bachman has been highlighted in countless editions of Who's Who in America, Who's Who in American Education, Who's Who in Medicine and Healthcare, Who's Who in Science and Engineering and Who's Who in the East. He also received an honorary MS degree from the University of Pennsylvania in 1969, honorary LHD from the Pennsylvania College of Podiatric Medicine in 1975, and honorary LHD from Hahnemann Medical College in 1977.
Dr. Bachman earned an MD at the University of Maryland in 1949 after completing his undergraduate work at Franklin and Marshall College in 1946. Upon the completion of his medical degree, he was an assistant resident in anesthesiology at the U.S. Naval Hospitals in Bethesda, MD, and Chelsea, MA, between 1950 and 1952, followed by residency work at the Children's Medical Center in Boston from 1952 to 1953, and fellowship in anesthesiology at New England Deaconess Hospital, also in Boston, from 1952 to 1953. Married to Sarah Jaffe for many years, Dr. Bachman is the proud father of four children.
