Mr. Culkin is a certified government financial manager and retired trade association administrator. He retired in 2003 after serving as the executive director of the Association of Government Accountants for over six years. Prior to his service with the association, he acted as the senior assistant director of the United States General Accounting Office in Washington, D.C., for 27 years. He began his career as an assistant auditor with United Virginia Bank in Vienna, VA, serving the company for three years. He also founded and was an incorporator of Reston Commuter Bus, Incorporated, a non-for-profit bus company, in 1971, and he served the organization as treasurer and director from 1971 to 1978. This experience was a highlight of his career.
Mr. Culkin graduated from the Benjamin Franklin University with an Associate in Business Administration in 1968, and a Bachelor of Business Administration in 1970. At the time of his graduation, the government was hiring accountants in federal agencies. With a background in accounting and financial management, he decided to take one of these opportunities to pursue a career in the field, and his professional success followed. He acted as the publisher of the "Journal of Government Financial Management" from 1997 to 2003. He has also contributed a number of articles to professional journals.
As an active member of the Association of Government Accountants, Mr. Culkin was awarded for his outstanding contributions to the organization with the National AGA Special Recognition award in 1988, 1990, and 1993, the President's Award in 1992, 1995, and 1996, the Outstanding Member Award in 1983, the Education Award in 1994, and the Robert W. King Memorial Award in 2006. He was a member of the American Association for Budget Program Analysis and was actively involved with the Institute of Internal Auditors and the National Association of Accountants. He also acted as the president of the Benjamin Franklin University Alumni Association, and the organization honored him with the Outstanding Leadership Award in 1991, the Board of Governors Service Award in 1992, and the Distinguished Alumni Award in 1995. During his yearlong appointment as director of the George Washington University General Alumni Association, he was commended with the Volunteer of the Year Award. He also received a number of awards and commendations from the Knights of Columbus for his service with the organization. In addition, Mr. Culkin was recognized with an Outstanding Achievement Award by the Fairfax County Board Supervisors in 1978, and a National President Award by the American Society of Military Comptroller in 1999 and 2003. Aside from his professional success, he also celebrates more than 40 years of marriage with his wife Carolyn Dewayne Franklin. They have two children, David Laurence Franklin and Kimberly Anne Franklin (1968-1999).
