Alongside his current appointment, Dr. Gheorghe has also been the international scientific director of the Center for Understanding Change since 2011, as well as the project manager of the International Scientific Steering Committee of Integrated Risk Governance in Beijing, China, since 2011. Furthermore, he has been a guest professor at Beijing Normal University since 2010, and a professor at University Politehnica of Bucharest in Bucharest, Romania, since 1980. Dr. Gheorghe's career dates back to 1968, when he was an assistant professor at University Politehnica of Bucharest until 1975, subsequently transitioning into a senior lecturer until 1980.
In preparation for his illustrious career, Dr. Gheorghe has earned multiple degrees in academia, beginning with a degree in engineering in 1968, followed by a M.Sc. in Energy Systems in 1971 and doctoral recognized studies in power engineering in 1971, all from University Politehnica of Bucharest. He obtained an additional degree certificate in engineering from Stanford University in 1973. Subsequently, Dr. Gheorghe earned a PhD in systems science from the City University of London in 1975, a Master of Science in engineering and economics from University Politehnica of Bucharest in 1978, and a Master of Business Administration from the Academy of Economic Studies in 1985.
A member of the editorial board of Resilient Energy Systems in Dordrecht, Netherlands, Dr. Gheorghe has been involved with a number of publications and organizations throughout the course of his career. In 2012, he was a guest editor of Special Issues IJ Critical Infrastructure and IJ Systems of Systems Engineering, as well as a developer of cyber security and homeland security at Old Dominion University in 2010. In 2008, he was the chairman of the IEEE International Conference in Virginia, and a speaker at the Strategic Defense Association in Brussels, Belgium, in 2011. Among several other civic duties, Dr. Gheorghe was a member of the NASA Project Serious Gaming Aviation Risks, and was a member and expert in several organizations located in Romania, India, Belgium, Switzerland, the Netherlands, and the United States.
A participant of the Rockefeller Foundation and a keynote speaker at the COFES Conference in Phoenix, AZ, in 2012, Dr. Gheorghe was the organizer of the International Conference of Next Generation Infrastructures in Virginia Beach, VA. Notably, he has been an honorary president of the Romanian Association of the Protection of Critical Infrastructures since 2011.
The author of "Applied Systems Engineering" in 1982, Dr. Gheorghe has written numerous publications in his fields of expertise. Among his publications include "Decision Processes Dynamic Systems" in 1990, "Risk Assessment Transportation of Dangerous Goods" in 1995, "Integrated Regional Risk Assessment" in 1995, and "Risk Engineering" in 1999, among several others. Additionally, Dr. Gheorghe served as an editor for such journals as "Probability Concept in Risk Analysis" in 1996 and "Integrated Risk and Vulnerability Management" in 2005. Furthermore, he has been a member of a variety of editorial boards, a senior guest and executive editor, and a contributor of articles to professional journals.
In an effort to remain alert of changes within his industry, Dr. Gheorghe has been affiliated with a number of professional circles, including as a member of the IEEE Conference in India and the Netherlands, the president of the Romanian Society of Engineering and Management in 1990, an honorary president and senior scientist of the EURISC Foundation since 1995, the vice president of the World Security Forum since 2004, TRUSTNET, the Swiss Society of Risk and Safety, and World Institutes Disaster Risk Management, among countless others. In recognition of his vocational achievements, Dr. Gheorghe has been the recipient of a fellowship of the International Research Exchange Board in 1980 and a fellowship of the Ford Foundation in 1973.
A Lieutenant Major of the Romanian military from 1968 to 1969, Dr. Gheorghe has been married to Aurora Niculescu since 1972 and has two children, Paul and Alexandria. In his spare time, he enjoys jogging, swimming, reading, and listening to classical music.
