His academic background is varied, having earned a Bachelor of Arts in physics and French literature at the University of Minnesota in 1966, a Doctor of Philosophy in physics from the University of Oklahoma in 1971, certification in business from the University of California, Los Angeles, in 1986, and graduation from the Institute for Educational Management at Harvard in 2000.
Dr. Blais has celebrated numerous achievements throughout his significant career, but he is proudest of his influence on the strengthening of The University of Tulsa as a top 100 institution, where he was a professor and vice president for academic affairs from 1998 to 2018. He also served as a professor and chairman of physics from 1986 to 1988 and an assistant professor of engineering physics from 1977 to 1981, along with other positions. His experience extends to other institutions, and he has brought his academic know-how to Old Dominion University and Westark Community College.
Dr. Blais has participated in a variety of organizations. He was elected a Fellow at the International Society of Automation in 1998, served as vice president for automation and technology of ISA from 2003-2004, and is a member of the American Association for the Advancement of Science, the National Society of Professional Engineers, the American Physical Society, and the American Geophysical Union. His civic involvement includes service on the Tulsa Symphony Orchestra Board, the Executive Committee of the Oklahoma Academy for State Goals, the Governor's Council on Science and Technology, and the Steering Committee for the Brock International Prize in Education. Dr. Blais is a lifetime member of Leadership Oklahoma.
