With 60 years of industry and public service experience to his credit, Dr. Cooper has worked as chairman of High Frontier, Inc. since 1996 and chairman emeritus for Applied Research Associates since 2015. Previously, he was chairman of Applied Research Associates from 1995 to 2015. Beginning in 1993, he was a private consultant after completing his 1990-1993 service during the George H.W. Bush administration as Director of the Strategic Defense Initiative (SDI) and acquisition executive for all U.S. Ballistic Missile Defense programs. While serving briefly in 1990 as a JAYCOR senior vice president, he conducted an independent assessment for President Bush of the SDI program and related arms control policy. Based on his recommendations for a new approach, Secretary of Defense Dick Cheney hired him as the third SDI Director and charged him to "make it happen." His efforts gained considerable international support, and most of today's U.S. Ballistic Missile Defense systems began on his watch.
Dr. Cooper was appointed by President Ronald Reagan and confirmed by the U.S. Senate to serve as ambassador and chief U.S. negotiator at the Geneva Defense and Space Talks from 1985 to 1990, and as assistant director for strategic programs in U.S. Arms Control and Disarmament Agency within the U.S. Department of State from 1983 to 1985, back stopping U.S. bilateral negotiations with the Soviet Union. Between 1979 and 1982, he served as deputy assistant secretary of the U.S. Air Force for strategic and space systems.
Interwoven with these appointments, Dr. Cooper served at R&D Associates as a Deputy Program Manager for nuclear weapons effects from 1982 to 1983; and previously from 1971 to 1979 in advising the Defense Nuclear Agency on the nation's fundamental research, development and testing on nuclear weapons effects and associated simulation methods that extended his previous work as scientific advisor to the Air Force Weapons Laboratory from 1964 to 1971. From 1960 to 1964, as a member of the technical staff of Bell Telephone Laboratories, he worked on Nike Zeus and Hercules missile defense systems and Telstar, our first telecommunications satellite. Dr. Cooper began his career as an instructor of engineering mechanics at Clemson University from 1958 to 1960.
Before beginning his professional career, Dr. Cooper attended Clemson University, earning a Bachelor of Science in Mechanical Engineering with high honors in 1958 and a Master of Science in Mechanical Engineering in 1960. In 1964, he completed his Doctor of Philosophy degree from New York University in mechanical engineering and was presented the Founders Day Award.
Dr. Cooper has also participated in numerous endeavors beyond his professional circles. He served as an adjunct professor for Southwest Missouri State University, a Senior Associate for the National Institute for Public Policy, a Visiting Fellow for the Heritage Foundation, and on the board of advisors for Clemson University's College of Engineering. He currently serves on the Boards of Directors of the Foundation for Resilient Societies, the London Center for Policy Research and the Religious Freedom Coalition. From 1964 to 1967, Dr. Cooper served on active duty service as a U.S. Air Force First Lieutenant and after leaving active duty as a U.S. Air Force Reserve Captain. During his career, he served on various Defense Science Board and Air Force Scientific Advisory Board Task Forces, the U.S. Strategic Command's Strategic Advisory Group, the Defense Nuclear Agency's Scientific Advisory Group on Effects and a Congressional Commission to Assess the Organization of the Federal Government to Combat the Proliferation of Weapons of Mass Destruction.
Dr. Cooper has also been affiliated with organizations important to his areas of expertise, such as the American Society of Mechanical Engineers, the Air Force Association and the National Defense Industrial Association. A longtime member of McLean Presbyterian Church alongside his wife, Dr. Cooper has been a member of Sigma Xi, Tau Beta Pi, Phi Kappa Phi, Phi Eta Sigma and the Blue Key National Honor Society.
Dr. Cooper has accrued accolades throughout his impressive career. He was an Owens Corning Fiberglass Scholar in 1957 and 1958, a Distinguished Military Graduate of the U.S. Air Force Reserve Officers' Training Corps and received several top Clemson awards for scholarship and student activities. He received the U.S. Department of Defense Distinguished Public Service Medal, the U.S. Air Force Commendation Medal, a U.S. Air Force Systems Command Research and Development award, the U.S. Arms Control and Disarmament Agency Superior Honor Award, the Missile Defense Agency's Ronald Reagan Award, the U.S. Navy Aegis Ballistic Missile Defense Pathfinder Award, the Defense Nuclear Agency's Lifetime Achievement Award and Clemson University's Distinguished Service Award.
