As in all Marquis Who's Who biographical volumes, individuals profiled are selected on the basis of current reference value. Factors such as position, noteworthy accomplishments, visibility, and prominence in a field are all taken into account during the selection process.

An educator and storyteller, Dr. Devlin draws upon a career that has spanned more than four decades. After initially earning a Bachelor of Arts, magna cum laude, from Queen's College in 1972, she went on to earn a Master of Arts in English from St. John's University in 1987 and a Doctor of Philosophy in English from Southern Illinois University in 1991. Notably, when she received her Ph.D. in 1991, her children and oldest grandchild were there to support her.

Along with her primary professional endeavors, Dr. Devlin was a consultant for the Family Literature Project's supervisor workshops from 1991 to 1994. She has also been involved with the Children's Literature Association and has been a presenter for numerous poetry readings, along with being featured as a speaker for the Puppet Guild of Long Island in 1997 and serving as a member of the evaluation team for Middle States Association Colleges and Schools in 2007. Demonstrating interest in her community, she has participated in the Boy Scouts of America as a den leader and the Girl Scouts U.S.A. as a troop leader, in addition to volunteer work at Elderwise Day Care and Alice Wright Day Care Center.

Due to her discernible skill in and devotion to her field, Dr. Devlin was named Educator of Excellence by the New York State English Council in 2000, International Woman of the Year in 1993, Educator of Excellence by the Long Island Language Arts Council in 2011, and Molloy College honored her with Excellence in Teaching recognition in 2008; among many other awards and recognitions.
