Mary Dickens Johnson has been named one of 2,000 Outstanding Intellectuals of the 21st Century in Cambridge, England, in 2016 and 2018.

An accomplished listee, Ms. Johnson celebrates many years' experience in her professional network, and has been noted for achievements, leadership qualities, and the credentials and successes she has accrued in her field. From 2004 to 2017, Ms. Johnson was a continuing studies professor at Villanova University. Before this, she spent time as an English language teacher in Shanghai, China, in 1986 and in Tokyo, Japan, from 1985 to 1986. While in Hong Kong, China, she was a public relations officer and English language advisor in 1987. She was also a contracts specialist at the U.S. General Services Administration Headquarters in Washington, DC, from 1987 to 1994, an exports assistant at the U.S. Department of Commerce from 1982 to 1985, and a foreign affairs specialist at the U.S. Department of State from 1980 to 1981. She considers her time at GSA working on the deification for the PBS data conversion to be the highlight of her career.

In 1998, Ms. Johnson was a senior contracts specialist, team leader, and consultant to the D.C. Control Board in Washington, DC, under contract with Systems Flow, Inc., in Rockville, MD. From 1996 to 1997, she was a contracts specialist at the Washington Suburban Sanitary Commission in Laurel, MD. Additionally, she was the District 4H secretary of ELCO in the Eleven County Area and the Wapello County 4H Council in 1971 and 1972. From 2005 to 2006, she was a research fellow at the Broward Sheriff's Office.

Ms. Johnson spent time as a graduate assistant at Florida Atlantic University on the Public Procurement Research Center Davie Campus from 2003 to 2004. In 1997, she was with HIS Geotrans in Sterling, VA. The year following this appointment, she was a senior contracts manager and team leader at Systems Flow, Inc., in Rockville, and the year leading up to that, she was a contract specialist at the Washington Suburban Sanitary Commission in Laurel.

Spending time abroad, Ms. Johnson was an English language teacher at Phillips Language Learning Systems in Tokyo in 1986 and a teacher and public relations officer at the Overseas Development Company in Hong Kong from 1986 to 1987. She was an English language teacher at INTERAC in Tokyo in 1985. She also held memberships with the American Club in Tokyo from 1985 to 1986 and in Hong Kong in 1987. She was a systems analyst trainee at the Xerox Printing Systems Division in Rosslyn, VA, in 1981 and a secretary at Rock Creek Company in Washington, DC, in 1982.

From 1982 to 1985, Ms. Johnson was an export administration specialist at the U.S. Department of Commerce in Washington, DC. At the same office, she was a federal summer intern at the National Telecommunications and Information Administration in 1980. The year following this role, she was a foreign affairs specialist at the U.S. Department of State in Washington, DC. She was a grantee of the East West Center in Honolulu, HI, from 1976 to 1978. Her first professional role was at Iowa State University in Ames, IA, as a laboratory assistant in development entomology from 1973 until 1974, at which point she accepted a two-year position as a research assistant in the department of sociology and anthropology.

Outside of these primary endeavors, Ms. Johnson is a member of the Episcopal Church Women Chapel Saint Andrew in Boca Raton, FL, from 1998 to 2002 and has been a presenter in the field and led numerous workshops and seminars. She also held membership with the southern Florida chapter of the IBM Quarter Century Club and she was a president of the NCMA south Florida chapter from 2004 to 2009. She further spent time as a research fellow with the Florida Atlantic University Public Procurement Research Center from 2003 to 2005 and at the Broward Sherriff's Office in Fort Lauderdale, FL, from 2005 to 2006.

Ms. Johnson knew she wanted to work internationally when she experienced having a brother being in Vietnam and reading National Geographic magazine in school. Moreover, she became fascinated by international things when she saw her brother's friend send his sister letters from Indonesia. Her professional pursuits began at Iowa State University, where she earned a Bachelor of Arts in international studies in 1976. She then attended the University of Hawaii and graduated with a master's degree in political science in 1979.

Ms. Johnson's studies continued at the Johns Hopkins School of Advanced International Studies in 1986. From there, she attended Florida Atlantic University, where she obtained a Master of Public Administration in 2007. Ultimately, she began her doctoral pursuits at Walden University in 2018, where she is studying public policy and law. Additionally, she is a certified manager and purchasing manager.

Now an accomplished professional, Ms. Johnson has contributed articles and book reviews to professional journals and chapters to books. In 2017, she published her own book called "A Collection of Articles on Procurement Topics." Most recently, she authored a biographical book called "A Long Weekend at the Maryland Shore" in 2018.

Civically, Ms. Johnson was an assistant in the first International Public Procurement Conference in 2004. In 1986, she was a choir member at the Saint John's Anglican in Hong Kong. She was also a member of the CARE Women's Group and member of the education for ministry at the Saint Patrick's Episcopal Church in Falls Church, VA, from 1995 to 1997. In 1985, she spent time as a member of the altar guild at the Saint Albans Anglican Church in Tokyo. Since 2000, she has been active in the Saint James Fisherman Episcopalian Church in Islamorada, FL.

For all of these accomplishments, Ms. Johnson has received three letters of commendation from the U.S. GSA Legal Office for quality of work and contribution to successful outcomes. She was promoted to the role of team leader as a senior contract specialist on contract with Systems Flow, Inc., to provide contract support to the D.C. government as hires by D.C. control board. She specializes in service contracts.

Ms. Johnson maintains involvement in the field by holding a fellowship with the National Contract Management Association, where she was a certified associate contracts manager in 1991, a certified professional contract manager in 1996, a certified federal contracts member in 2002, the president of the south Florida chapter from 2003 to 2004, a certified professional contract manager in 2006, and president of the south Florida chapter from 2008 to 2010. She was also the vice president of the south Florida chapter from 2010 to 2012, a certified professional contract manager in 2011, and a technology advisor of the south Florida chapter. She further received a grant to participate in World Congress in 2002. For her work, she received the Presidential Circle Club National Award in 2014.

As a member, Ms. Johnson has been involved with the Institute Supply Management local chapter, where she earned the Certificate Purchasing Manager Award in 1998, 2003, 2008, and 2013. She was a consultant and member of the Gold Coast Venture Capital Association and a workshop leader at the National Association of Purchasing Management in 2002 and is a member of Alpha Chi Omega.

For all of these achievements, Ms. Johnson has been named one of 2,000 Outstanding Intellectuals of the 21st Century in Cambridge, England, in 2016 and 2018. She received the Wapello County 4H Award in 1971 and earned a home fellowship from the Truro Episcopal Church from 1987 to 1995. She has previously been featured in Who's Who in Finance and Business, Who's Who in America, Who's Who in the World and Who's Who of American Women.
