From 2000 to 2002, he was the mayor of Bellevue, WA, having been deputy mayor from 1998 to 1999 and a member of the city council from 1996 to 2003. In addition to his primary roles, he was a member of the Washington State Growth Management Hearings Board from 2012 to 2017, an MBA consultant from 2004 to 2010, and the coordinator of the Tri-County Salmon Conservation Coalition from 2004 to 2010.
In his nonprofit work, Mr. Mosher has been president of the American Water Resources Association and the Association of Washington Cities. He has also been Chair of Newport Covenant Church and president of several community associations in Bellevue, WA, and Kihei, Maui. He has been a principal of Execurent, LLC, along with his wife and partner Betty Mosher. They have constructed and managed numerous residential and office buildings.
Mr. Mosher began his career with the US National Bank as part of its Work/College Scholarship program, simultaneously joining the Oregon National Guard and serving in both positions from 1959 to 1965. In 1965 he obtained a Bachelor of Science degree from Oregon State University. He later studied at Portland State University, earning a Master of Business Administration in 1972. Mr. Mosher is a certified municipal leader by the Association of Washington Cities.
Throughout his career, Mr. Mosher has been recognized for his contributions, having received a Sustained Exemplary Achievement Award from the Seattle Federal Executive Board and been recognized as a fellow of the American Water Resources Association. He has been featured in numerous honors publications, including multiple editions of Who's Who in America and Who's Who in American Politics. In his free time, Mr. Mosher enjoys gardening, golfing, genealogy and travel.
