Dr. Jeffrey C. Chang, also known as Chai Chang, began his career as a commissioned second lieutenant in the United States Army in 1971 and rose through the grades to colonel in the United States Army in 1996. During that time, he was general dental officer of the Dental Corps in the United States Army at Fort Bliss in Texas from 1976 to 1979 and officer-in-charge at the United States Army Dental Clinic in Busan, Republic of Korea, from 1979 to 1980. From 1980 to 1983, he served as assistant chief clinician of dental activity with the United States Army at Fort Monmouth in New Jersey, and from 1983 until he resigned from active duty in 1985, he was the chief of dental emergency service with the United States Army at Fort Hood in Texas. Dr. Chang remained with the United States Army Reserves from 1985 until 2008.

Following this appointment, Dr. Chang held the position of clinical assistant professor at the University of California, San Francisco School of Dentistry from 1985 to 1988 and the New York University College of Dentistry in New York City from 1988 to 1990. He also operated his own private dental practice in New York City from 1988 to 1990. From 1990 to 1992, he contributed to the University of Texas School of Dentistry at Houston as assistant professor, gaining his tenure in 1995. Dr. Chang concluded his career as associate professor at the University of Texas School of Dentistry at Houston from 1996 until his retirement in 2006.

Prior to embarking on his career, Dr. Chang received a Bachelor of Arts, with honors, from Northeastern University in Boston, MA. Following this accomplishment, he obtained a Doctor of Dental Surgery from Georgetown University in Washington, DC, in 1976. He earned his certificate for his prosthodontics residency from the University of California, San Francisco School of Dentistry and the VA Medical Center in San Francisco from 1985 to 1987. Dr. Chang concluded his career with a Master of Science in Dentistry from the University of Texas School of Dentistry at Houston in 1996.

In addition to his career, Dr. Chang was the organizer for the oral health section of the Thanksgiving Health Fair at the George R. Brown Convention Center in Houston, TX. He worked as a consultant for the VA Medical Center in San Francisco from 1987 to 1988, the St. Barnabas Hospital in the Bronx, NY, from 1988 to 1990 and the Michael E. DeBakey VA Medical Center in Houston, TX, and the American Dental Association Council on Science Affairs from 1993 to 2006. He also contributed to the Houston Biomaterials Research Center as a scientist from 1996 to 2006. He has contributed 42 articles and 20 abstracts to professional journals and has presented 59 continuing education seminars and more than 60 presentations locally, nationally and internationally. From 1995 to 2006, Dr. Chang acted as a judge of the Table Clinics for the Greater Houston Dental Society, and during this time, he was also dean of the Desmos seminars for the Delta Sigma Delta Dental Fraternity from 1996 to 2006.

Dr. Chang is a master of the Academy of General Dentistry and a fellow of the American College of Dentists, the Academy of Dentistry International and the International College of Dentists. He is a member of the American Dental Association, the American Association for Dental Research, the International Association for Dental Research and the Chinese American Doctors Association, where he served on the board of directors from 1994 to 2001. Dr. Chang also belongs to the Tzu-Chi International Medical Association, the American Legion, Omicron Kappa Upsilon, Delta Sigma Delta Dental Fraternity, the Southwest Prosthodontic Society, the Federation of Prosthodontic Organizations, the American College of Prosthodontists, and the Academy of General Dentistry.

In 1971, Dr. Chang was elected to the Phi Sigma Society and the Academy at Northeastern University. He was the recipient of the Army Commendation medal four times from 1979 to 2008 and the Army Achievement Medal three times from 1980 to 2008. He also received the Army Reserve Components Achievement Medal four times from 1985 to 2008 and the Humanitarian Service Medal in 1999 and 2003. Dr. Chang was decorated with the Global War on Terrorism Expeditionary Medal and the Armed Forces Expeditionary Medal in 2003 and also the Meritorious Service Medal in 2008.

Dr. Chang was presented with the John P. McGovern Outstanding Teacher Award by the University of Texas School of Dentistry at Houston in 1999 and the Dean's Teaching Excellence Award six times from 1990 to 1999. He was honored with the Humanitarian Physician Award by the Buddhist Compassion Relief Tzu Chi Foundation and elected to Texas Super Dentists by Texas Monthly in 2004. He was also named to the Best Dentists in America by Woodward White, Inc., from 2004 to 2005. Dr. Chang has previously been selected for inclusion in the 26th edition of Who's Who in the South and Southwest, the sixth edition of Who's Who in American Education and multiple editions of Who's Who in the World, Who's Who in America, Who's Who in Medicine and Healthcare, and Who's Who in Science and Engineering.
