A tenured educational administrator, Dr. Phelps retired as the director of planning and educational research at West Virginia Board of Regents in Charleston, WY, in 1986 after four years of service. Previously, he worked for the State Council of Higher Education for Virginia in Richmond as a coordinator of research of institutional approval and a research associate of academy programs. Dr. Phelps also taught and served as an editorial consultant of self-study at Virginia Polytechnic Institute and State University in Blacksburg.
Beyond these responsibilities, Dr. Phelps excelled as a teacher and student personnel officer at the University of Pennsylvania. An expert in English literature and Shakespeare, he has published many scholarly articles in peer reviewed articles over the course of his career between 1962 and 1998. Dr. Phelps also served on the board of directors for the Friends of Owen D. Young and Launders Libraries at St. Lawrence University between 1989 and 2009.
Highly educated, Dr. Phelps first earned a Bachelor of Arts in English, magna cum laude, at St. Lawrence University in 1959. He then studied at Princeton University, where he obtained an Master of Arts in English in 1961. Dr. Phelps concluded his academic efforts at Princeton University, graduating with a Doctor of Philosophy in English in 1965.
Dr. Phelps remains active as a long-standing member of Phi Beta Kappa and Pi Mu Epsilon. He notably completed a Woodrow Wilson National fellowship at Princeton University between 1959 and 1960, a junior fellowship between 1960 and 1961 and both a summer fellowship and Charles Scribner junior fellowship between 1961 and 1962. Since 1997, Dr. Phelps has been selected for inclusion in several editions of Who's Who in America, Who's Who in American Education and Who's Who in the East.
