Judge Timothy D. Leonard has been a longtime member of legal organizations such as the Oklahoma Bar Association, the Oklahoma County Bar Association, and Fellows of the American Bar Association.

In 1992, Judge Leonard was appointed as a United States District Judge for the Western District of Oklahoma. Since 2006, he has served in that capacity as a senior judge. Prior to this position, he served for three years as United States Attorney for the Western District of Oklahoma with the United States Department of Justice. From 1988 to 1989 he was of counsel with the law firm of Huckaby & Fleming in Oklahoma City, OK. He was additionally a partner with Trippet, Leonard & Kee in Beaver, OK from 1971 to 1988 and a partner of Blankenship, Harold, Russell and Leonard from 1970 to 1971. His professional career began in the state of Oklahoma, where he served as an assistant attorney general from 1968 to 1970. Judge Leonard was admitted to practice law in Oklahoma in 1965 as well as before the United District Courts of the Northern, Western and Eastern Districts of Oklahoma, the United States 10th Circuit Court of Appeals and the United States Supreme Court.

In addition, Judge Leonard was elected to the Oklahoma State Senate in 1979 and served until 1988. While in the state senate he was the minority leader in 1985 and 1986 and was named the Outstanding Legislator by the Oklahoma State School Boards Association in 1988. As United States Attorney, he served from 1990 to 1992 on the Attorney General's Advisory Committee and was chairman of the office management and budget subcommittee. As United States District Judge he served on the 10th Circuit advisory council from 2002 to 2005 and from 1999 to 2001 he was on the judicial council of the 10th Circuit. He also served on the Supreme Court of the United States Judicial Conference Committee on financial Disclosure. His first academic position was as a guest lecturer at Oklahoma City University from 1988 to 1989. Subsequently he was an adjunct professor at the University of Oklahoma College of Law from 2000 to 2005. In addition to law review articles he also co-authored the book "4 Days, 40 Hours" in 1970.

Studying at the University of Oklahoma, Judge Leonard graduated with a Bachelor of Arts in 1962 and a Doctor of Jurisprudence in 1965. While an undergraduate he was a three year letterman on the OU varsity track team. After graduation from law school he joined the United States Navy from 1965 to 1968. After a condensed Officer Candidate School he studied at the Naval Justice School and as a Navy JAG Lieutenant was assigned to the Office of Investigations and later the Legal Assistance Office at the Judge Advocate General's Office in the Pentagon in Washington, DC. He was also assigned to the White House and served two years as a White House Military Aide. After active duty, Lieutenant Leonard remained in the Navy Reserves for three years and left the Navy with the rank of Lieutenant Commander.

Judge Leonard has been a longtime member of various legal organizations such as the Oklahoma Bar Association, the Oklahoma County Bar Association, Fellows of the American Bar Association and Phi Alpha Delta legal fraternity. In addition, he has been a member of civic and fraternal organizations including the Oklahoma State Fair Board, Governor's Council on Physical Fitness and Sports, Donna Nigh Foundation and Beta Theta Pi social fraternity.

Judge Leonard grew up in the small town of Beaver in the Oklahoma Panhandle and was swayed to pursue law and public service from the time he was a young boy. His father Dwight Leonard was a lawyer, former state senator and rancher who encouraged him to always think, listen and learn. This perspective led him to attend law school. Both his father and mother, Mary Evelyn, instilled in him the virtues of family and contributing to his community, state, and country, and listening to viewpoints of others and assisting those who needed a voice. That led him into both the law as a profession and public service.

While Judge Leonard is proud of the work he has done throughout his career, his top priority has always been his family. Their support and appreciation means a lot to him, and he feels blessed with a wonderful wife, Nancy, who has been his partner for over 50 years and his daughter Kirstin, son Ryan, and son Tyler, and the wonderful grandchildren they and their spouses Sean, Carrie and Courtney have blessed him with, Catie, Siena, Ainsley, Will, Hallie, Alex, Blair, Matthew and Mary Frances.
