In the summers of 1971 through 1973 W. Donald Bowles taught a class in Soviet economics to a group of U.S. university students in Graz, Austria and Moscow.

W. Donald Bowles, Ph.D., was appointed Professor Emeritus of Economics at American University in Washington, D.C. in 1993. Following three years of service in the U.S. Army he pursued academics at the University of Washington, receiving a Bachelor of Arts in 1949. In 1952 he received a Master of Arts in Economics from Columbia University and a Certificate from the Russian Institute at Columbia, now the Harriman Institute. His Ph.D. in Economics from Columbia University was awarded in 1958. From 1953 to 1955 he served as Technical Editor at the Research Program on the USSR, funded by the Ford Foundation. From 1955 to 1957 he was a Fellow at the Air University in Montgomery, Alabama. Dr. Bowles joined American University in 1957, served as Economics Chair from 1962 to 1965, Dean of the College of Arts and Sciences from 1965 to 1969, and Vice President of Academic Affairs from 1969 to 1973. From 1973 to 1974 he was a Senior Fellow at Columbia's Research Institute on Communist Affairs.
From September through December of 1964 Dr. Bowles was Field Supervisor of American University's African Seminar in ten Sub-Saharan countries. In this position he assisted students, U.S. military officers, in African residence. In 1969 he was a member on an evaluation team of the Industrial College of the Armed Forces. In 1970 he chaired a team for evaluation of the Army Institute for Advanced Russian and East European Studies in Garmisch-Partenkirchen, Germany. In 1971 he was a team member to evaluate programs of the Army War College.
In the summers of 1971 through 1973 Dr. Bowles taught a class in Soviet economics to a group of U.S. university students in Graz, Austria and Moscow. In 1987 and 1988 he participated with other Soviet and American economists in a symposium on world development held in Moscow. In 1988 he presented a follow-up paper on Soviet foreign aid, published in 1990, at the IV World Congress of Soviet and East European Studies in Harrogate, England.
