With several decades of professional experience, Dr. Hulka is best known for her work in improvement of epidemiologic methods through the introduction of biological markers and molecular epidemiology as well as hormone replacement therapy as a causative factor in endometrial and breast cancer. Furthermore, she was involved with the scientific panel convened by the U.S. Federal Judiciary to evaluate strategies for introducing scientific data to the courts such as silicone breast implants and connective tissue diseases.
Having focused much of her career on research with graduate students and other physicians, Dr. Hulka has explored such topics as cervical cancer, endometrial cancer, breast cancer, prostate cancer, lung cancer, and ovarian cancer. Moreover, she completed health services research which was conducted in collaboration with representatives of the American Academy of Family Physicians, with an emphasis on quality of care, utilization of services, and patients cooperation with and attitudes towards their providers.
With more than 50 years of professional experience, Dr. Hulka has worked as the Kenan professor at the University of North Carolina since 1987, having acted as a professor since 1977. In addition to her primary roles at the University of North Carolina, she found success as the chair of the epidemiology department from 1983 to 1993. Likewise, she excelled at the University of North Carolina as an associate professor from 1972 to 1976, and as an assistant professor from 1967 to 1971. Earlier in her career, she held the post of a research assistant professor with the University of Pittsburgh from 1966 to 1967.
An active presence in the research field, Dr. Hulka served the National Academy of Medicine, the National Institutes of Health, and the World Health Organization (WHO), where she dedicated time and knowledge to the division on women's health and reproductive health.
A trusted voice in the field, Dr. Hulka notably wrote "Experience of a Scientific Panel Formed to Advise the Federal Judiciary on Silicone Breast Implants" with NL Kerkvliet and P. Tugwell, which was published in the New England Journal of Medicine in 2000. Alongside EC Janowsky and LL Kupper, she authored "Meta-Analyses of the Relation between Silicone Breast Implants and the Risk of Connective-Tissue Diseases," which was published in the same journal in 2000.
Outside of these personal publications, Dr. Hulka co-authored several books and monographs, including "Peer Review in Ambulatory Care: Use of Explicit Criteria and Implicit Judgments," published in 1979, "Biological Markers in Epidemiology," published in 1990, "Oral Contraceptives and Neoplasia: Report of a WHO Scientific Group," published in 1992, "Research on the menopause: Report of a WHO Scientific Group," published in 1996, and "Silicone Breast Implants in Relation to Connective Tissue Diseases and Immunologic Dysfunction," published in 1997.
Throughout the years, Dr. Hulka has accepted numerous grants and contracts within the industry. From 1962 to 1967, she held a U.S. Public Health Service Grant in the Cervical Cancer Detection Program. In the two years following, she had a National Center for Health Services Research Contract titled "The Family Physician's Participation in the Prevision of Personal Health Services." With Ayerst Laboratories, she was involved with "Endometrial Carcinoma and Use of Exogenous Estrogen" from 1976 to 1978 and "Breast Cancer and Use of Exogenous Estrogens" from 1980 to 1981. From 1986 to 1993, she was involved with the Environmental Protection Agency Cooperative Agreement "Research Program in Biochemical Epidemiology."
The National Cancer Institute (NCI) of the National Institutes of Health honored Dr. Hulka with "Training Grant in Cancer Epidemiology" from 1980 to 1998 and "The Role of Human Papillomavirus in Cervical Neoplasia" in the small grants research program for epidemiology. Also with NCI, she was involved with "Rare HA-RAS Alleles and Breast Cancer" from 1990 to 1992, "Maternal Alphafetoprotein and Subsequent Breast Cancer Risk" from 1991 to 1992, "High-density-Lipoprotein Cholesterol and Breast Cancer" from 1992 to 1993, "hormone Placement Therapy and Chamges in Mammographic Density Grant" from 1997 to 2001, and "Temoxifen therapy and Changes in Mammographic Density" from 1999 to 2000.
Dr. Hulka began her career as a student at Radcliffe College, obtaining a Bachelor of Science in 1952. She then joined the Juilliard School of Music, earning a Master of Science in 1954. She concluded her studies with Columbia University, graduating with a Doctor of Medicine in 1959 and a Master of Public Health in 1961. Upon graduating, she became a diplomate of the American Board of General Preventative Medicine. She was a violinist at Radcliffe and attended Julliard. Outside of her primary endeavors, she continues to play the violin as an amateur violinist devoted to playing chamber music for her entire life.
Earning appointments on myriad national committees, Dr. Hulka was affiliated with the National Academy of Sciences Institute of Medicine committee on toxic shock syndrome from 1981 to 1982 and found success as chair of the committee on environmental tobacco smoke from 1985 to 1986. Additionally, she was active with the Food and Drug Administration's fertifility and maternal health drugs advisory committee from 1987 to 1992 and a member of the Panel on science, technology, and the law of the IOM.
Internationally, Dr. Hulka found success as chair of the WHO steering committee of the task force on epidemiologic research in reproductive health in Geneva, Switzerland, member of the steering committee for the collaborative group on hormonal factors in breast cancer in Oxford, England, and a member of the WHO scientific and technical advisory group in Geneva, Switzerland. Consultant appointments include on the National Science Panel to the Federal Judiciary on Silicone Breast Implants.
A respected voice in her profession, Dr. Hulka has been active with a number of organizations in her community. Notably, she has maintained involvement in the Society for Epidemiological Research, where she served as president from 1975 to 1976, and in the American Public Health Association, where she chaired the epidemiology section counsil from 1976 to 1977, among other roles.
Affiliated with the National Academy of Sciences, Dr. Hulka is also a member of the American College of Preventative Medicine and a fellow of the Royal Society of Medicine. Moreover, she is a former member of the north Carolina Public Health Administration. She has also been active with the American Epidemiological Society, the American College of Epidemiology, and Delta Omega.
Throughout her career, Dr. Hulka has been recognized for her contributions. The recipient of a Distinguished Achievement Award from the American Society for Prevention Oncology, she also completed a travel study fellowship for the World Health Organization in 1978. Additionally, she was honored with a Kenan Professorship in the University of North Carolina in 1987, as a member of the Institute of Medicine with the National Academy of Sciences in 1988, and as a Wade Hampton Frost Lecturer in the American Public Health Association in 1996.
