Wallace K. Swan, DPA Presented with the Albert Nelson Marquis Lifetime Achievement Award by Marquis Who's Who

Wallace K. Swan notably accepted the Myers Center Award for the Study of Human Rights in North America in 1995.

Initially earning a Master of Arts in Public Administration from the Humphrey Institute of Public Affairs in 1969, Dr. Swan continued his education with a Master of Public Administration from Nova Southeastern University in 1978. Committed to his academic goals, he later graduated with a Doctor of Public Administration from Nova Southeastern University in 1979. Currently he is Contributing Faculty Member at Walden University, an adjunct Instructor at Hamline University and the president of his own company. Dr. Swan began his career as an intern with the city of Edina, Minnesota, and as a research fellow at the Center for Training of Administrators of the Aging at the Humphrey Institute of Public Affairs, University of Minnesota.

Dr. Swan later worked for the Minnesota Department of Public Welfare as an administrative analyst, a planner, then Director of the Office of Regional Development. He has also served the Hennepin County Government as a program analysis manager, a principal management analyst and a senior planning analyst.

Initially interested in political science, Dr. Swan decided to go into public administration because of its practical applications. Known for his outreach and occupational knowledge, he most recently edited "The Routledge Handbook of LGBTQIA Administration and Policy" (2019) with 38 colleagues, authoring 9 chapters of this publication himself. His work for the LGBT community is noteworthy, since he also edited the first public administration-specific book on Lesbian, Gay, and Bisexual policy entitled "Breaking the Silence: Gay, Lesbian and Bisexual Issues in Public Administration" (1995). Demonstrative of his passion for civil rights, prominent written works Dr. Swan has edited include "Gay, Lesbian, Bisexual, Transgender Public Policy Issues: A Citizen's and Administrator's Guide to the New Cultural Struggle" (1997) and "Gay, Lesbian, Bisexual and Transgender Civil Rights: A Public Policy Agenda for Uniting a Divided America" (2015).

Along with his primary professional endeavors, Dr. Swan has maintained involvement as the director of the Minnesota external doctorate program at Nova Southeastern University, an adjunct assistant professor of political science at the University of Saint Thomas, a community faculty member at Metropolitan State University and an adjunct professor at the University of Electronic Science and Technology of China. He notably accepted the Myers Center Award for the Study of Human Rights in North America in 1995, aided in the creation of scholarships with his late partner benefiting LGBT students and seniors and he was chosen for a one month National Endowment for the Humanities summer program for state and local administrators at Princeton University. Due to his ongoing interest in public administration, he is affiliated with the American Society for Public Administration, the Government Finance Officers Association and the LGBT Advocacy Alliance Section of the American Society for Public Administration where he served as Chair. Furthermore, Dr. Swan has been honored in numerous editions of Who's Who in America.
