Dr. Cann is a professor of political science in the College of Arts and Sciences at Washburn University in Topeka, KS. Hired as a faculty member in 1985, during his tenure he has taught a variety of courses, including American Government, Introduction to the American Legal System, Constitutional Law I and II, Administrative Law and Applied Political Research. He has also served as a faculty representative for the Washburn Board of Regents. Dr. Cann formerly taught at Idaho State University in Pocatello, ID, between 1977 and 1985.
The author of the most widely used textbooks in its field, Dr. Cann notably authored the fourth edition of "Administrative Law" in 2006, which received a five-star rating from AbeBooks. He previously published "Politics in Brown and White: Resegregation in America," Judicature, volume 88, number 2 (September-October 2004).
Dr. Cann is a former president of the Kansas chapter of the American Society for Public Administration and a current member of the honor society Mortar Board. Furthermore, Dr. Cann spent time as the methodologist for the Kansas Judicial Council Death Penalty advisory committee and was a Kansas mediator volunteer for the Topeka victim/offender mediation project and parent adolescent mediation project.
Honored with a President's Award by the Heartland Mediators Association, Dr. Cann was recognized for significant contributions to the promotion of mediation and for increasing public awareness of conflict resolution. A scholarship was also named in his honor for Washburn University students majoring in political science who wished to enter law school. He has been cited in several editions of Who's Who in America, Who's Who in American Education and Who's Who in American Politics.
Dr. Cann received a Bachelor of Science and a Master of Arts in social science from North Dakota State University in 1970 and 1972, respectively, followed by a Doctor of Philosophy in political science from Purdue University in 1977. He notably served in the U.S. Navy between 1966 and 1968.
Married to his wife Rita Cann for 30 years, Dr. Cann is the proud father of five: Brian Cann (Missoula, Mt.); Brent and Thomas Buchanan and James Osterhaus (all of Topeka, Ks.); and Brian Osterhaus (Oberlin, Ks.). Grandfather of eight: Chase, Haley and Vince Buchanan; Demonic, Aiden, and Jonathan Osterhaus; Brooklyn and BaileyU Osterhaus. Great-grandfather of one: Quincy Dean Buchanan. In his free time, he loves to read and conduct research. He also enjoys billiards.
