With more than 50 years of professional experience, Mr. Simmons has been first selectman for the town of Stonington, CT, since 2015, having been selectman for the preceding year. Prior to obtaining theses roles, he was a business advocate for the State of Connecticut Office of Policy and Management from 2007 to 2008, member of the United State Congress for the Second Connecticut District from 2001 to 2007, and a member of the Connecticut General Assembly from 1991 to 2001. Mr. Simmons was also a candidate for U.S. Senate in 2009 and 2010.
From 1988 to 1991, Mr. Simmons was a teaching assistant at the University of Connecticut, and from 1986 to 1995, he was a visiting lecturer with Yale University. He was a staff director of the intelligence committee of the U.S. Senate from 1981 to 1985 (serving under Chairman Barry M. Goldwater (R-AZ) and Vice Chairman Daniel Patrick Moynihan (D-NY), and legislative assistant to Senator John H. Chafee from 1979 to 1981. Earlier in his career, Mr. Simmons was an operations officer with the Central Intelligence Agency from 1969 to 1979, five years overseas in Asia.
Mr. Simmons served with the United States Army from 1965 to 2003. Previously he was commissioned as a second lieutenant in 1967, and he was a military intelligence officer from 1967 to 2003. He served as a commander of the 434th military intelligence detachment from 1993 to 1996, and he retired as a colonel with the U.S. Army Reserve in 2003. Mr. Simmons also pursued an education, obtaining a Bachelor of Arts from Haverford College in 1965 and a Master of Public Administration from Harvard University in 1979, where he was a Littauer Fellow. He also holds two honorary doctorates from the University of New Haven and the University of Bridgeport.
A respected voice in the field, Mr. Simmons has been affiliated with numerous organizations in his community. He is a member of the Republican National Committee, the Fleet Reserve Association, the Association of Former Intelligence Officers, and the Association of the United States Army. He has been active with the Reserve Officers Association, the Vietnam Veterans of America, the American Legion, Veterans of Foreign Wars and the Sierra Club.
Throughout his career, Mr. Simmons has been recognized for his contributions. He has been featured in numerous honors publications, including multiple editions of Who's Who in America, Who's Who in American Politics, Who's Who in the East and Who's Who in the World. Notably, his grandfather and namesake, Robert Waldo Ruhl, was listed in the 1936-1937 edition of Who's Who in America.
