Dr. Phelps is a behavioral economist who has nearly 40 years of experience. Dr. Phelps is a graduate of Radcliffe College, Class of 1955 and earned a Ph.D. at Yale University in 1961. After graduating from Yale, she was employed as an instructor at Connecticut College in New London, CT. From 1963 to 1965, she worked as a research staff economist at the Cowles Foundation for Research in Economics at Yale University in New Haven, CT. Her research was funded by the Social Science Research Council Committee on Economic Stabilization.

Dr. Phelps moved from New Haven to Philadelphia in 1966 with her husband Edmund S. Phelps (married 1957, divorced 1969) and began a career in the Department of Economics at Temple University that spanned thirty-three years. She introduced a course in behavioral economics to the curriculum and published a textbook for the course: "Unconscious Motives and Economic Choice." The text and notes for the course are archived at the David M. Rubenstein Rare Book and Manuscript Library at Duke University. She also produced a videotape "Women and Work in the Age of Aquarius" that is archived in the Schlesinger Library on the History of Women at Radcliffe College.

In 2003, Dr. Phelps was a visiting fellow at the Max Planck Institute for Research in Economic Systems. The visit was funded by the Fulbright Senior Specialists program. She was active on the editorial board of the Journal of Socio-Economics from 2001 to 2013 and the editorial board for the Journal of Economic Behavior and Organization (JEBO) from 1998 to 2008. Dr. Phelps has continued research in her retirement and has presented papers on her research at the meetings of the Society for the Advancement of Behavioral Economics.
