Mr. Rubendall retired in 2010 as a Rear Admiral after 31-and-a-half years with the United States Public Health Service (USPHS) Commissioned Corps, all with the Indian Health Service. During his tenure, he also served as Director of the Division of Commissioned Personnel Support for the Indian Health Service, district engineer, senior field engineer and field engineer beginning in 1979. Mr. Rubendall has since established his own business as president of Rube's Consulting in Tucson, AZ, in 2011, where he provides various engineering services for clients.
Throughout his career, Mr. Rubendall has been active as a longstanding member of the American Society of Civil Engineers, the American Water Works Association, the Water Environment Federation, the Association of Military Surgeons of the United States and the Society of American Military Engineers. He is a lifetime member of the U.S. Public Health Service Commissioned Officers Association, where he notably served as their president and president of the Tucson chapter. He is also a lifetime member of the Military Officer's Association and the Reserve Officers Association.
Honored multiple times by the USPHS, Mr. Rubendall notably received an Outstanding Medal, Commendation Medal, two Achievement Medals, a Citation Medal with Plaque, two Outstanding Unit Citations, and seven Unit Commendations. He was honored by being named Indian Health Service Engineer of the Year for 1990 and has been cited in more than 20 editions of Who's Who in America, Who's Who in Finance and Business, Who's Who in Science and Engineering, Who's Who in the West and Who's Who in the World.
Mr. Rubendall earned a Bachelor of Science in civil engineering at the South Dakota School of Mines and Technology in 1979. He later completed postgraduate work at the University of New Mexico. He is a registered professional engineer in Montana and Arizona.
