Mr. Winkler's reputation resulted in two speaking engagements at Ford's Theatre in Washington, where Lincoln was assassinated, and at the Carl Sandburg Home National Historic Site and other Lincoln venues.
In the late 1950s Mr. Winkler began his first career as executive administrator of the National Conference of Methodist Youth and editor of its national magazine "Concern," which inspired young people to become informed about and involved in national and international affairs. An executive of the Anti-¬Defamation League of B'nai B'rith praised Mr. Winkler for "promoting intergroup understanding and witnessing most effectively on important social problems."
That experience was followed by a 38-year career 85 a university public relations executive, a field in which he became a "trailblazer" and one of the leading professionals in that field. He developed imaginative programs, wrote presidential speeches, and served as news writer and director, special events planner, arid writer, editor, and designer of persuasive publications that won 84 national awards. He was inducted into the Virginia Communications Hall of Fame in 1995, the only person from his profession ever to be chosen. In 2013 his undergraduate alma mater, McKendree University, gave him its lifetime achievement award for "Excellence in Literature and Communication."
The Institutions he served Included North Dakota State University, Randolph-Macon Woman's College, George Washington University, California State University at Fresno, Longwood University, and the East-¬West Center, a U.S. State Department-affiliated "think tank" in Hawaii. At EWC Mr. Winkler founded and edited an international, issues-oriented magazine chosen as the nation's best educational magazine. At CSU Fresno Mr. Winkler was one of only about a dozen persons awarded both academia and administrative tenure in the entire 23-campus California State University and Colleges System. At Longwood he co-edited a journal for the best writings and art of Virginia high school students. It won a dozen national awards and was cited as a national model by the then Vice President of the United States.
"Winkler's skills in management enabled him not just to know what ought to be done but to do it," wrote Virginia Carter, then senior vice president of the Council for Advancement and Support of Education (CASE), the professional organization in Winkler's field. She said he is "a leading thinker and writer about public relations and one of the very few persons ho understand what PR can do for an institution." CASE cited Winkler "for professional efforts which have benefited not only his institutions but have strengthened the entire fabric of American education."
CASE chose Mr. Winkler as a national consultant to evaluate PR programs at colleges and universities, as an adviser to its national Certification Program, and as a program director and speaker at its national conferences.
Mr. Winkler has also received commendations from such luminaries as the Chief Justice of the United States, the Press Secretary to the President of the United States, the head of the Voice of America, the president of NBC, and the editor-in-chief of United Press International, who wrote that "Winkler enjoyed the towering respect of the press, radio, and TV corps."
Active In community life, Mr. Winkler has chaired United Way campaigns; produced, directed, and judged Miss America scholarship pageants, and served as a public relations consultant to various community and regional businesses and groups.
Mr. Winkler was a 30-year member of the National Press Club and is a 50-year member of the Society of Professional Journalists, Sigma Delta Chi. He belongs to numerous professional organizations. He holds a Master's degree in journalism and government from Ohio University.
