A graduate of George Washington University and GWU Law School, Mr. Wade earned a Bachelor of Arts in Philosophy in 1963 and his Juris Doctor in 1968, and was admitted to the D.C. and Maryland Bars. After a short stint in the private sector, he joined the Office of General Counsel of the General Accounting Office (GAO) in 1970. The GAO reviews Federal agency operations and provides legal opinions to the U.S. Congress. In 1972, Mr. Wade was appointed General Counsel, National Endowment for the Arts (NEA), serving in that capacity until 1984. Upon returning to private practice, he served as general counsel and acting executive director to the Rhythm & Blues Foundation from 1988 to 2002. Specializing in Art and Intellectual Property Law (copyrights and trademarks) and employment law, he also contributed pro bono services to Lawyers for the Arts in Washington, helping artists and writers protect their rights.
While General Counsel at the NEA, Mr. Wade often appeared as a visiting lecturer at notable institutions including Stanford University, New York University and George Washington University, as well as the various State Arts agencies. During this time he worked closely with the Metropolitan Museum of Art (MET). At that time, the MET offered, and continues to offer, major international art exhibitions. In order to facilitate foreign museums sending their historical art treasures to the US, Mr. Wade conceived of and proposed the "Arts & Arts Indemnity Act", which authorized Federal appropriations to compensate foreign museum lenders in the event of damage or loss to valuable artworks while in transit. This legislation has led to many noteworthy and unique art exhibitions in the U.S., which otherwise would not have occurred. Important legislative support came from the offices of Senator Claiborne Pell (Dem., RI) and Congressman John Brademas (Dem., IN.)
Mr. Wade is a proud veteran of the United States Army, having served from 1955 to 1958.
He was appointed Headquarters US Army Europe chief photographer from 1956 to 1958.
He continues his photography, having had exhibitions in the Washington DC area over the years. He hopes to exhibit at the Museum of the Shenandoah Valley in Winchester, VA in 2019. He also has acted in theater productions at the Winchester Little Theater, The Black Box Arts Center in Shepherdstown, WV, and The Apollo Theater in Martinsburg, VA, and D.C. while also appearing in several independent films.
