Dr. Barnett is an electrical engineer of more than 50 years, who began his career in 1966 with GE Electronics Laboratory in Syracuse, NY and then at the GE Research and Development Center in Schenectady, NY. He founded Xciton Corporation, Schenectady, NY in 1971 which was sold to National Semiconductor in 1976.
In 1983, he founded and served as the president and the general manager of AstroPower Inc. in Newark, DE, a company that developed and marketed the world's most cost-effective solar cell. Eventually becoming the world's largest independent manufacturer of solar electric power products and a leading provider of solar electric home power systems for the mainstream residential market, AstroPower has developed, manufactured, marketed and sold a range of solar electric power generation products, including solar cells, modules and panels, as well as its SunChoice™ pre-packaged systems for the global marketplace. Most of AstroPower's assets were sold to GE Energy in 2004. Dr. Barnett successfully led three different organizations into positions of technical leadership in the development of high-technology products. He became a director of AmberWave Inc. in 2011.
In 1976, Dr. Barnett began his second career in academia. Accepting a faculty position at the University of Delaware as a professor of electrical engineering until 1993, he also served as the director of the Institute of Energy Conversion on campus from 1976 to 1979. He returned to the U of Delaware in 2003 and retired in 2011. He later taught as Professor of Advanced Photovoltaics at the University of New South Wales in Sydney, Australia from 2011 to 2016 and as an adjunct faculty member in the School for the Future of Innovation in Society at Arizona State University in Tempe in 2018. During his tenure in academia, he has focused his research on the design, fabrication, testing and analysis of new, high-value semiconductor devices, specifically photovoltaic devices that convert sunlight to solar electric power. A longtime participant of review panels for the National Energy Policy since 1977, Dr. Barnett continues to serve as a consultant on strategic business planning for high tech projects.
During his career, Dr. Barnett was a senior policy fellow for the Center for Energy and Environmental Policy at the U of Delaware. He also served on the advisory board for the U.S. Department of Energy's National Center for Photovoltaics and the University of New South Wales Photovoltaic Centre of Excellence. He served as a board member and the president of the Solar Energy Industries Association and on the European Photovoltaic Conference Committee, Dr. Barnett has contributed to the Institute of Electrical and Electronics Engineers' Photovoltaic Specialist Conference Committee since 1976.
Active in photovoltaic research and development since 1975, specializing in thin-film materials and device design, Dr. Barnett pioneered the development and manufacture of thin, crystalline silicon solar cells on low-cost substrates. He holds 28 patents in his field. A guest editor for "Photovoltaic Materials, Devices and Technologies" in 1990, he has also served in various other editorial roles for scholarly journals. He was a guest editor of the Applied Sciences Special Issue "Next Generation Photovoltaic Solar Cells" published in December 2018.
He has been a member of the board of editors for the IEEE Journal of Photovoltaics and Progress in Photovoltaics. Dr. Barnett has notably authored or co-authored over 300 articles published in professional journals.
Dr. Barnett has been affiliated with several professional organizations, including the American Association for the Advancement of Science, the Scientific Institute of Public Information and the IEEE. With his wife, Marsha, he co-founded the Michael and Charles Barnett Center for Mitochondrial Research at Children's Hospital in Philadelphia. Dr. Barnett and his wife were honored with the first United Mitochondrial Disease Foundation Humanitarian Award in 2001.
Dr. Barnett received the IEEE William R. Cherry Award for his outstanding contributions to the advancement of photovoltaic science and technology and a Fellow Award for his contributions and technical leadership in the development and commercialization of photovoltaic solar cells from the IEEE. He was presented with the Karl W. Böer Solar Energy Medal of Merit for pioneering high-performance, thin-crystalline silicon solar cells, founding and leading a world-class enterprise for the commercialization of solar electric products, and for outstanding continuing service to the solar electric power community. He is a Fellow of the Royal Society of New South Wales (Australia). Dr. Barnett further obtained seven IR-100 Awards for developing new high technology industrial products and was recognized as a Distinguished Delawarean in 1978, among other honors.
Selected by Forbes among the People to Watch in 2006, Dr. Barnett was named one of the 50 Most Influential Delawareans of the Past 50 Years in 2012. He has been featured in more than 15 editions of Who's Who in America, Who's Who in Science and Engineering and Who's Who in the East. Dr. Barnett has earned a Bachelor of Science and Master of Science in electrical engineering from the University of Illinois as well as a Doctor of Philosophy in electrical engineering from Carnegie Institute of Technology.
