With more than 50 years of professional experience, Dr. Garms has been a consultant for the emergency relief program at the United States Agency for International Development since 1997. Prior to obtaining his current role, he was an alternate permanent representative for the United States Mission to the United Nations from 1993 to 1996, having been chief program officer at USAID from 1988 to 1993 and the officer-in-charge of Sri Lanka, Nepal and Maldives affairs from 1985 to 1988. A program officer from 1981 to 1985, he was previously the officer-in-charge of India affairs from 1978 to 1981, an assistant program officer from 1976 to 1978 and an education officer from 1972 to 1976. Earlier in his career, Dr. Garms was a program analyst of development planning of the Africa Bureau from 1971 to 1972 and a rehabilitation officer from 1967 to 1971.
Before embarking on his career, Dr. Garms studied at the Gustavus Adolphus College in St. Peter, Minnesota, where he obtained a Bachelor of Arts in sociology in 1964. Going on to join the Peace Corps, he serving from 1964 to 1966. Following this accomplishment, he attended the University of the Philippines Manila, completing a Master of Public Administration in 1978. Dr. Garms concluded his studies with a Doctor of Philosophy from La Salle University in New Orleans in 2005.
A respected voice in his areas of interest, Dr. Garms has been affiliated with a number of organizations in his community. The former president of the Sri Lanka American Society, he is a member of the American Foreign Service Association and the Federal Executive Institute. In light of all his accomplishments, Dr. Garms has been featured in numerous honors publications, including multiple editions of Who's Who in the East and Who's Who in the World.
