He continued his studies, receiving a Doctor of Philosophy from the University of California, Los Angeles, in 1995. Dr. Choi began his career as an assistant professor with the department of economics for Hong Kong University of Science and Technology from 1995 to 2000, further progressing to an economist with the International Monetary Fund in Washington, D.C., between 2000 and 2001.
Continuing his career with the International Monetary Fund as a senior economist since 2001, Dr. Choi served in the role of acting chief of internal economics, later accepting the post of senior economist for the Asian Division with the Institute for the Capacity Development at the aforementioned organization, a position he has held since 2018. Additionally, he worked as the deputy governor and director general of the Economic Research Institute for the Bank of Korea from 2012 to 2015. In a career filled with achievements, Dr. Choi's hard work has contributed to considerable research in macroeconomic policies including monetary and macroprudential policies, money demand, interest rates, international reserves, financial cycles, and global liquidity.
An expert in the field, Dr. Choi has contributed as an author for multiple publications including "Global Liquidity Transmission into Emerging Market Economies, and Their Policy Responses," "Fire Sales and the Financial Accelerator," "Asymmetric Effects of Government Spending: Does the Level of Real Interest Rates Matter?" "Trade Credit and the Effects of Macro-Financial Shocks," "Liability Dollarization and the Bank Balance Sheet Channel," "The Money Demand Function with Output Uncertainty, Monetary Uncertainty, and Financial Innovations," among others. A testament to his success, he has been the recipient of a Won-Yeong Lee fellowship and a research grant from the Council of Hong Kong. Additionally, Dr. Choi has been recognized for his distinguished teaching performance with the School of Business and Management by The Hong Kong University of Science and Technology.
