Prior to his current role, he worked with the Texas Water Commission as the chief engineer from 1990 to 1991 and the head of basin modeling from 1978 to 1990. Dr. Murthy previously held a number of positions with the Texas Water Rights Commission, including the head of the hydraulics design section from 1972 to 1977 and a hydrologist from 1968 to 1971.
From 1967 to 1968, Dr. Murthy was active as an instructor at the University of Pennsylvania, where he had held the post of a graduate research assistant from 1966 to 1967. Moreover, he served as a graduate research assistant at the University of Delaware from 1964 to 1966 and the University of Florida from 1963 to 1964. Dr. Murthy began his career as an engineer with the government of Andhra Pradesh from 1949 to 1962.
Dr. Murthy initially pursued an education at Osmania University, where he obtained a Bachelor of Engineering in civil engineering in 1949. He continued his studies with a Master of Science at the University of Florida in 1964. He concluded his academic efforts at the University of Pennsylvania, graduating with a Doctor of Philosophy in 1967. Furthermore, Dr. Murthy is a registered professional engineer in the state of Texas.
A respected voice in his areas of expertise, Dr. Murthy has been affiliated with a number of professional organizations. He is a member of the American Society of Civil Engineers and Sigma Xi. Dr. Murthy also contributed as an engineering advisor to the commissioner of the Pecos River Compact Commission, a principal expert witness in an interstate lawsuit for Texas against New Mexico which Texas won in the Supreme Court of the United States, and was author for professional journals.
Throughout his career, Dr. Murthy has been celebrated for his impressive accomplishments in the field. He notably accepted a travel grant from the National Science Foundation. Likewise, Dr. Murthy has been honored in numerous publications, including multiple editions of Who's Who in America, Who's Who in Science and Engineering, Who's Who in the South and Southwest, and Who's Who in the World.
