With more than 41 years of experience to his credit, Dr. Garcia has flourished as a medical director for the Fulton Reception and Diagnostic Center in Fulton, Missouri since 2005. A licensed physician in the states of Illinois, Michigan, and Missouri, he began his career at Northern Illinois University, obtaining a Bachelor of Science and Master of Science; the work for the latter degree was done in conjunction with Argonne National Laboratories and Dr. Garcia was the first graduate student to be chosen for the combined program. The studies were sponsored by the International Atomic Energy Commission and the Division of Biological and Medical Research. The research was to study effects of low level neutron radiation and its effects on breast cancer. The results were presented at the International Atomic Energy Commission meeting in Chicago in 1974.
Also in 1974, Dr. Garcia was admitted to the University of Illinois School of Medicine and graduated in 1979 from the University of Illinois–Rockford School of Medicine. During his time in medical school, he did an extra rotation with the University of Colorado in their Migrant Worker Health Program.
Dr. Garcia further worked with the department of public health at the University of Illinois–Rockford School of Medicine between 1978 and 1979, before accepting an internship of general surgery at Saint Joseph's Hospital in Denver, Colorado, from 1979 to 1980.
Between 1980 and 1984, Dr. Garcia served as a resident in general surgery with Saint Joseph's Hospital and New Hanover Memorial Hospital in Wilmington, North Carolina. Soon thereafter, he was hired by the Medical West Community Health Plan in Springfield, Massachusetts, where he contributed as a general and vascular surgeon from 1984 to 1989. As he continued to advance through his career, Dr. Garcia found success as a surgeon with private practices between 1989 and 1996, later working as a general surgeon for the Carlinville Area Hospital and Physicians Group in Illinois from 1996 to 1999.
From 1992 to 1996 he practiced as a general surgeon and trauma surgeon at Mt. San Rafael Hospital in Trinidad, Colorado, and from 1996 to 1999 he was a general and trauma surgeon at Carlinville Hospital in Carlinville, Illinois.
In 1996 Dr. Garcia started his career in the United States Air Force Reserves and he is currently a Lieutenant Colonel and Senior Physician in the 442 Medical Unit at Whiteman AFB. In 1999, he began his career as a correctional physician.
Moreover, Dr. Garcia was associated with Health Professionals, Ltd. in Pinckneyville, IL, and Wexford Health Sources Inc., as a medical director between 1999 and 2003, before holding the post of an emergency room physician with Healthline Management Inc., in Saint Louis, Missouri until his departure in 2005. A diplomate of the National Board of Medical Examiners, he is also certified as a correctional health care professional by the National Commission on Correctional Health Care.
Dr. Garcia in active individual in his community, one who has dedicated his time and resources as a member of the Illinois Emergency Response Team in Springfield, a medical director and member of the board of directors for the American Red Cross in Columbia, Missouri, a member of the board of directors for the Medical Reserve Corporation in Columbia, and a physician with Doctors Without Borders USA. In a career filled with impressive achievements, Dr. Garcia is proud to have been knighted by the Order of Knights of the Hospital of the Saint John of Jerusalem. Dr. Garcia is also a member of the Hospitaller Order of St John's of Jerusalem, one of the oldest remaining orders of chivalry in existence. In 2014, he was knighted and named Knight Commander of the commandry of Jefferson City, Missouri.
To remain aware of current medical trends, Dr. Garcia maintains professional alignment with the Association of Military Surgeons of the United States, the American Correctional Health Services Association, the Academy of Correctional Health Professionals, the American College of Surgeons, the American Medical Association, and the American College of Correctional Physicians. He was named a Fellow of the American Academy of Correctional Physicians in 2006; he serves as chairman of its Fellowship committee. Dr. Garcia additionally maintains a membership with the Reserve Officers Association, the Military Officers Association of America, the State Guard Association of the United States, and the Air Force Association. An expert and respected person in the industry, he has lent his knowledge to several articles that were published in professional journals. Outside of his primary endeavors, Dr. Garcia enjoys bicycling, scuba diving, traveling, hiking, kayaking, and motorcycles in his spare time.
