Charles Raymond Lewis II was born May 29,1947 in Charleston, West Virginia. He is the eldest of five children of Charles Raymond and Jane Ann Veazey Lewis. Mr. Lewis retired from the Traffic Engineering Division of the West Virginia Division of Highways after46 years of service. At the time of his retirement he was the staff engineer for traffic research and special projects. In addition to the normal range of responsibilities in traffic engineering, he was assigned various duties such as value engineering and compliance officer for WVDepartment of Transportation under the Americans with Disabilities Act. He was able to continue his career of public service for sixteen years after a diagnosis of Parkinson's Disease.

During his career, Mr. Lewis worked collaboratively with multiple public sector agencies and private contractors. Many of his photographs were used in both Federal and Transportation Research Board (TRB) publications.

Boasting a unique educational background which included both civil engineering and geography, he earned a BSCE from Ohio University in 1970. An Automotive Safety Foundation fellowship allowed Mr. Lewis to earn a Master of Engineering from the Bureau of Highway Traffic at the Pennsylvania State University (1971). Mr. Lewis is a registered Professional Engineer, a Professional Surveyor and a licensed master electrician.

He was able to combine both geographic and human safety components in his work. His years with the Division led to saving hundreds of lives by leading the work to improve railroad grade crossing safety. The dramatic decrease in deaths and fatalities is unsurpassed in the nation. In addition, Mr. Lewis taught civil engineering as an adjunct professor at Marshall University for three years, beginning in 2003.

He was inspired to become a civil engineer and surveyor by the example of his great-grandfather O.A. Veazey, a civil and mining engineer, as well as a surveyor, in the 19th and early 20th centuries. Among other accomplishments, Mr. Veazey was West Virginia's first Director of Mines.

Mr. Lewis is a Life Member and Fellow of the Institute of Transportation Engineers. He also was active with the Transportation Research Board for 33 years serving on or chairing committees with a focus on highway safety. Not content with those activities, he served for several years on committees of the American Railway Engineering and Maintenance of Way Association. He was the first to bring Operation Lifesaver to West Virginia in 1988.
Community activities include fifteen years as an assistant Scoutmaster with the Boy Scouts and co-clerk of the Charleston Friends Meeting (Quaker).

His personal hobbies include the study of local history and local geology. He was able to maintain his photography hobby during the many years after his Parkinson's diagnosis.

Major awards include an Operation Lifesaver Lifetime Achievement Award, and the Silver Beaver from the Boy Scouts. Mr. Lewis has been included in over a dozen editions of Who's Who in America, Who's Who in Science and Engineering, Who's Who in the World, Who's Who in American Universities and Colleges, and Who's Who in Government.
Married since1970 to his wife Constance Maria Gratop, Mr. Lewis and she have one son and three grandchildren.
