Elected in 2001 as the first woman CEO and Mayor of Maryland's Capital City, Annapolis, in 300 years, she received numerous awards for her actions to enhance community quality of life. As Mayor she achieved fiscal rewards for public safety personnel and the city's AA + bond rating. Among her many awards are: Distinguished Alumni from the Pennsylvania State University Board of Trustees; the naming of the Ellen O. Moyer Nature Park for environmental initiatives; Annapolis first Living Landmarks Award for leadership in preserving the communities cultural heritage; a State Tourism Award for creation of the Worcester County Horse History Trail; the Arts Council Annie Award for Lifetime Achievement in the Arts; the Legacy Award for Vision and creation of the Annapolis Maritime Museum; the Fannie Lou Hammer Award for a Woman of Distinction; The Towson High School Hall of Fame; the naming of the City Hall Art Gallery in her honor; naming of Annapolis as the first U.S. city to receive an International Livable City Award and numerous special recognitions from the SPCA, Historic Annapolis, the East Coast Greenway, Chamber of Commerce and others.
During her lifetime, Ms. Moyer was appointed and served under five Governors on State Boards and Commissions including the Maryland State Board of Education, the State Racing Commission, the Local Government Advisory Council to the Chesapeake Bay Program, a National Commission concerning programs for gifted and talented students, the Maryland Municipal League and the Department of Economic Development. She was selected as one of 50 mayors in the nation to participate in national forums on environmental concerns at Sundance, Utah. She participated in National Commissions concerning Resiliency Preservation and the Environment.
Ellen Moyer is co-founder of initiatives that created Maryland Hall for the Creative Arts, a regional arts center; the Annapolis Summer Garden Theater; the National Sailing Hall of Fame in Annapolis and the city's inclusion in the Whitbread 'Round the World Race'; the Art in Public Places Commission; the Annapolis Community Foundation; The Annapolis Conservancy, a rare urban public land trust; and the 21st Century Club, recognizing women leaders. She chaired the Annapolis Recreation and Parks Advisory Board leading to an Award winning Parks and Paths for People Plan.
As an older American, she remains active in community affairs. In 2019 she was appointed by Annapolis Mayor to a committee overseeing the City Dock Implementation Plan and by the AA Co Exec to the Citizens Advisory Committee to the new 20 year General Development Plan. ACF, String of Pearls, the 2020 Year of the Women Celebration Committee, THS 1954 classmates, outreach to 13 Sister Cities, her college sorority Kappa Kappa Gamma and the Horse Industry Historic Horse Trails still command her attention in 2019. She writes for local magazines and has authored and edited several small commemorative books.
Ms. Moyer graduated from Pennsylvania State University with a BA in 1958 and from Goucher College with a Master's in Education in 1962. She also completed postgraduate work in community organization at the University of Maryland. She began her working career as fifth grade in Baltimore County Public Schools, was Executive Director for the Maryland Commission for Women where she led efforts to obtain credit for women and establish shelters for abused women. From 1978-1999 she worked for the Maryland State Teachers Association as its first Director of Political Action and as Director of Government Relations. She also served as Alderman on the Annapolis City Council from 1987-2001.
Ms. Moyer was born in Camden, NJ in 1936 but is a lifetime Marylander growing up in Towson, MD and since 1958 in Annapolis, MD. Together with her five children and five grandchildren they have visited most of the nation's national parks. Besides traveling America, she enjoys reading history and detective novels, writing, rescuing animals and keeping in touch with old friends.
