A native of Gujarat, India, Dr. Shah arrived in the United States in 1960. Prior to his arrival, he began his education with a bachelor's degree in pharmacy with Gold Medal Distinction from the University of Madras in Chennai, India, in 1959. Dr. Shah went on to secure a Doctor of Philosophy in pharmaceutical chemistry from the University of California San Francisco in 1964.
Embarking on his career as a pharmaceutical research and development chemist at Sarabhai Chemicals in Baroda, India, between 1964 and 1969, he came for a postdoctoral research fellow at UC San Francisco from 1969 to 1975. Subsequently, he joined the U.S. Food and Drug Administration as a technical coordinator in Washington, D.C., from 1975 to 1981. As he progressed with the aforementioned organization, he held the posts of pharmacokinetics reviewer, branch chief, assistant director, associate director and senior research scientist between 1981 and 2005. Since 2005, Dr. Shah has flourished as the president of VPS Consultants in Potomac, Maryland, as well as an expert consultant with NDA Partners LLC since 2016.
Other career endeavors Dr. Shah has been involved with include serving as a member of the International Pharmaceutical Federation and the Board of Pharmaceutical Sciences. Recognized as an expert in the industry, he has contributed as an editor for several related publications, such as "Integration of Pharmacokinetics, Pharmacodynamics and Toxicokinetics in Rational Drug Development," "Topical Drug Bioavailability, Bioequivalence and Penetration" and "Desk Book of Pharmaceutical Dissolution Science and Applications."

Likewise, Dr. Shah has been selected for inclusion in several editions of Who's Who in America, Who's Who in Science and Engineering and Who's Who in the World. Dr. Shah is a recipient of Doctor Honoris Causa from Semmelweis University, Budapest, Hungary and University of Medicine and Pharmacy "Carol Davila" Bucharest, Romania.
