Bruce Johnstone has been a high school teacher, university administrator, college president, university system chancellor, and internationally renowned professor and scholar of higher education finance, governance, and policy. He retired from the University at Buffalo in 2006 as Distinguished Service Professor of Higher and Comparative Education, although he continued through 2019 to lecture and publish internationally. Previously, he served as chancellor of the State University of New York System from 1988 to 1994, president of Buffalo State College from 1979 to 1988, and executive assistant to the president and vice president for administration at the University of Pennsylvania from 1972 to 1979. Earlier positions include project specialist at the Ford Foundation from 1971 to 72, administrative assistant to former Senator Walter F. Mondale of Minnesota from 1969 to 1971, and teacher of economics and history at Staples High School in Westport Connecticut from 1964 to 1966.
Dr. Johnstone is the author of many books, book chapters, and articles on higher education in the United States and internationally, including Higher Education Finance Worldwide: Who Pays? Who Should Pay? (2010 with P. Marcucci).
Dr. Johnstone's education includes a Bachelor of Arts in economics from Harvard College in 1963, a Master of Arts in Teaching from the Harvard Graduate School of Education in 1964, and a Ph.D. in Education from the University of Minnesota in 1969. His honors include the College Council Medal from Buffalo State College, the Chancellor Norton Medal from the University at Buffalo, the Distinguished Service Award from the National Association of Student Financial Assistance, the Outstanding Graduate Award from the University of Minnesota School of Education, and honorary doctorates from California State University at San Diego in 1997, Towson State University in 1995, and D'Youville College in 1995.
Educational directorships include The College Board (1988-1994 and Chairman 1992-1994), American Council on Education (1989-1992), American Association of Colleges and Universities (1997-200 I), Association for the Study of Higher Education (1999-2001), and the National Association of System Heads (President 1992-1994).
He has been included in the 4th through 8th editions of Who's Who in American Education,the 29th through 32nd editions of Who's Who in the World, and the 1st edition of Who's Who of Emerging Leaders in America. He has also been listed in 15 editions of Who's Who in America and 19 editions of Who's Who in in the East.
Dr. Johnstone was born January 13, 1941 in Minneapolis Minnesota. He is married to the former Gail Eberhardt and they have two children, Cameron and Duncan Bruce. Their home in 2019 is in Buffalo, New York.
