After earning a Bachelor of Science degree in Education from The Ohio State University in 1954, Mr. Barker was commissioned as an officer in the United States Army. He served thirty years as a commander and staff officer in the artillery, at one time in charge of seven cannon and missile battalions with over 500 men and women in each. As a public affairs officer at every level, he concluded his military service as a major general and Army Chief of Public Affairs with offices in Washington's Pentagon, in New York City where he assisted the networks and professional writers on military topics, in Hollywood where he assisted the motion picture and radio industry on military topics, and in Chicago where he serviced minority media inquiries. He was the most senior uniformed public affairs director in all of the military services, and had responsibility for training and oversight of thousands of Army military and civilian public affairs people throughout the world. General Barker served seventeen of his thirty years of military service in overseas assignments, including South Korea, Vietnam, Thailand and Germany. As hostilities in Vietnam closed down, he served as director of operations and public affairs in the Joint Casualty Resolution Center, the joint service task force charged with investigating missing-in-action cases and searching for and recovering remains of missing military members. He was a national special event coordinator and a senior planner and implementer for our Nation's Bicentennial observances and for military support to the Olympics when they were held in Los Angeles. General Barker did post graduate work at the University of Wisconsin and in 1975, he received his Master of Science degree in mass communications at Shippensburg University in Pennsylvania and he was a graduate of the United States Army War College the same year. For his accomplishments in the military, General Barker was recognized by receiving the Distinguished Service Medal, the Legion of Merit, and Meritorius Service Medal, as well as numerous other military awards and decorations.
After leaving the military in 1984, Mr. Barker accepted a faculty position in the School of Journalism at The Ohio State University where he was a student advisor to hundreds of public relations students as well as a public relations professor. He was tenured in 1986. He created numerous new courses on public relations management, advanced public segmentation, and fund-raising at The Ohio State University. He received numerous Outstanding Teacher Awards and was selected by the Public Relations Society of America as the top public relations student advisor in the Country. In addition to teaching, Mr. Barker served on numerous non-profit advisory boards in Central Ohio and was chairman of the military public affairs committee of the Central Ohio Chamber of Commerce. He has served on numerous committees in the Association for Education in Journalism and Mass Communications, the Public Relations Society of America and the World Future Society. Concurrently, he has served as a public relations consultant to numerous corporations, and has been a nationally known speaker on a number of topics including futurism, issues management, public segmentation techniques, and communications management.
