Dr. Blanchard is an aerospace engineer with more than 55 years of excellence in his discipline. Always mechanically inclined and interested in how the material world works, he initially attended Indiana Wesleyan University, graduating in 1953 with a Bachelor of Arts in religion before joining the U.S. Army Critical Skills Program in 1957, conducting turbidity of fluids research. Dr. Blanchard completed a Master of Science in physics in 1958 at the University of Louisville, and a doctorate in applied physics at The Catholic University of America in 1971.
During the period of 1955 to 1958, Dr. Blanchard was an instructor at the University of Louisville and Indiana Wesleyan University. After serving as a researcher in underwater oceanography at the Naval Ordnance Laboratory in White Oak, Maryland, between 1958 and 1964, he was offered a role with NASA, which he accepted, affiliating as an aerospace engineer and a researcher until 1971. For the academic year 1974-1975, Dr. Blanchard was granted a Research Sabbatical at ETH in Zurich, Switzerland. During this time, Dr. Blanchard rose to the positions of a supervisor and a manager at the Goddard Space Flight Center until 1979, and a Senior Executive from 1979 to 1981 at which time he retired from the Senior Executive Service of the Federal Government.
Following his association with NASA, Dr. Blanchard continued his career with the Ford Aerospace Corporation from 1981 to 1990, beginning as a staff senior executive and rising to become a chief engineer in 1984, and an executive director of the Space Programs Operation in College Park, Maryland in 1985. From 1990 until 1996, he was the president of Loral AeroSys of Seabrook, Maryland, and briefly served as the president of Lockheed Martin Space Mission Systems between 1996 and 1997. He was instrumental in forming the Maryland Space Business Round Table in 1990 and variously served as an officer, president and on its Board. He has shared his expertise as a consultant with entrepreneurs, start-ups, and smaller companies since 1981 working with the Dinghman Center for Entrepreneurship in the Robert H. Smith School of Business at the University of Maryland and from 1997 to 2000 as the founder and the principal of Cogent, LLC, of Benton City, Washington. Dr. Blanchard continues to find challenges and success as a real estate investor and developer serving as a principal of BBS Associates, LLC, of Bethesda, Maryland.

He was the recipient of a 1968 Exceptional Service Award, a 1973 Exceptional Performance Award from NASA, and the Alumni World Changers Award from Indiana Wesleyan University in October 2016. Dr. Blanchard has served as a mentor and a chairman for numerous businesses and charitable foundations throughout his career. He was elected to the Washington Academy of Sciences in 1981 and is a member of the Sigma Pi Sigma, and the Sigma Xi honor societies. He was nominated by his own employees and awarded the Silver Knight of Management Award from the National Management Association.
