With over 50 years of professional engineering experience to his credit, Mr. Biggers has worked at Richard Brady & Associates, based in San Diego, CA, as principal structural engineer and vice president since 2002. He previously served as the president of R.L. Biggers & Associates from 1991 to 2002 and both executive vice president and corporate secretary for Atkinson, Johnson & Spurrier, Inc., between 1974 and 1991. Prior to these appointments, he held the positions of a senior engineer at Inter-City Engineers, Inc., from 1970 to 1974 and as design engineer at Whitman-Atkinson and Associates from 1969 to 1970. Additionally, he found success as a lecturer in structural engineering at San Diego State University from 1976 to 1977 and in 1982. Mr. Biggers began his professional career in 1964 as a construction foreman for Roanoke Construction Company in Roanoke Rapids, NC.

Before embarking on his professional career, Mr. Biggers pursued an education at North Carolina State University, obtaining a Bachelor of Science degree in 1964. He concluded his academic efforts with a Master of Science degree in 1973 at San Diego State University. Following these accomplishments, Mr. Biggers obtained registrations as a structural engineer and a civil engineer in the state of California.

Growing up in Rockingham, North Carolina, Mr. Biggers became aware of his field at a young age as his uncle worked as a civil engineer for the Southern Railway and his father was a small-time contractor in the construction industry. Moreover, when he was about 10 years old, he watched the 1944 war film, "The Fighting Seabees," starring John Wayne as a construction boss who built airstrips in the Pacific for the United States Navy during World War II, which had quite the impact on him. Mr. Biggers later completed service for four and a half years on active duty with the United States Navy Civil Engineer Corps and retired as a captain after more than 20 years as a reservist.

Outside of his responsibilities within the engineering field, Mr. Biggers has contributed to numerous endeavors over the course of his prolific career. From 1992 to 1993, he was appointed to the position of trustee for Christian Heritage College, later renamed San Diego Christian College, after holding the same role at Scott Memorial Baptist Church, now known as Shadow Mountain Community Church, in El Cajon, CA, from 1986 to 1989. Mr. Biggers served as the president of the now-closed Christian Heritage Retirement Center, Inc., from 1980 to 1982 and then as the vice president of Christian Unified Schools of San Diego from 1983 to 1984. He has also served as chairman of the Board of Trustees of Shadow Mountain Community Church.

A Fellow of the Structural Engineers Association of California, Mr. Biggers has also been a member of the American Concrete Institute, the Society of American Military Engineers, the American Society of Civil Engineers, and the Naval Reserve Association. From 1993 to 1994, he held the position of president of the Structural Engineers Association of San Diego. As a testament to his accomplishments in the field of structural engineering, he was presented with an Award of Merit from the American Concrete Institute in 1988 and a Project of the Year Award from the American Society of Civil Engineers in 1976. Upon reflection on his life and career, Mr. Biggers is particularly proud of being married to his wife, Sally Anne, for over 50 years and observing the final products of his engineering designs after construction is completed. He and Sally are the proud parents of three daughters and grandparents of seven grandchildren.
