Accumulating more than 30 years of expertise in progressive leadership positions in the nursing and healthcare industry, in August 2019, Mr. Benninger accepted an appointment in the U.S. Veterans Administration, the Senior Executive Service, as the Director (CEO) of the V.A. Central California Health Care System in Fresno, CA. He is responsible for the daily operations of the System that provides care to over 45,000 Veterans yearly, completes 450,000 outpatient visits each year, processes 3,500 inpatient discharges per year, and has 1,400 employees. From 2017 until his most recent post, he was the associate director of patient care services for the VA Sierra Nevada Health Care System. Mr. Benninger also excelled with Managed Care as the director of the alternative health care department and notably served for 20 years on an active duty commission in the Navy Nurse Corps, where he held several nursing and management positions during his tours of duty with the Naval Hospital in Beaufort and Guam, the Naval Hospital in Charleston, South Carolina, and the Jacksonville Healthcare Support Office in Jacksonville, Florida.
Originally receiving an Associate of Arts at Pennsylvania State University in 1972, Mr. Benninger enlisted as a hospital corpsman in the U.S. Navy. Reporting for duty at Branch Clinic in Millington, Tennessee, after completing hospital corps and aerospace medical training, he shortly thereafter completed his enlistment in 1978 and earned an Associate of Science in nursing at Memphis State University in 1979. From there, Mr. Benninger attended the University of South Alabama and received a Bachelor of Science in nursing in 1981, followed by the University of South Carolina with a Master of Science in nursing in 1983 while simultaneously serving in the U.S. Coast Guard Reserve between 1978 and 1981. At that time, he also accepted a reserve commission in the Army Nurse Corps.
Mr. Benninger ultimately earned a Master of Hospital Administration at Baylor University in 1993. He also served at the rank of a lieutenant commander of the nurse corps in the U.S. Navy from 1992 to 1997 and a commander from 1997 to 2004. He is certified through the American Academy of Medical Administrators and is a VHA certified mentor. An associate member of the American College Health Care Executives, Mr. Benninger is also a lifetime member of the Military Officer Association of America and a past secretary of the Ernest Pyle Military Officers Association of America Chapter. He is a certified fellow of the American Academy of Medical Administrators.
