Dr. Barrett has dedicated his professional career to improving mental health services for more than 45 years. Beginning his career in 1974 as a program evaluator at the Bethesda Community Mental Health Center in Denver, he later served as the aforementioned center's executive director between 1982 and 1989. He was subsequently hired as the mental health director for the state of Colorado in 1994, a position he maintained for 10 years. He was a senior medical officer and senior mental health consultant for the World Health Organization from 2004 to 2007 Additionally, Dr. Barrett flourished in academia, accepting the designation of a clinical professor emeritus from the graduate school of professional psychology at the University of Denver in 2017. He was a core faculty member in the International Disaster Psychology Program from 2007 to 2016.
Dr. Barrett was the board chairman of Mental Health Colorado Board of Directors, an organization that advocates for the more than one million citizens of Colorado who experience a mental health or substance use disorder each year, from 2016 to 2018. Dr. Barrett also provided his expertise as the president of the board of the National Association of State Mental Health Program Directors from 2001 to 2003 and the president of their National Research Institute board, a non-profit institute that represents state mental health commissioners and directors and their agencies, from 2000 to 2002. Dr. Barrett has contributed to his field as a keynote speaker on numerous occasions and has authored multiple articles for scholarly journals in his area of expertise.
In 2015, Dr. Barrett co-authored the book "Human Services Program Evaluation: How to Improve Your Accountability and Program Effectiveness" through the Western Interstate Commission for Higher Education alongside James Sorensen, PhD. He notably obtained a Bachelor of Science in psychology at the University of Illinois in 1969 as well as a Master of Arts in psychology and a Doctor of Philosophy in clinical psychology at West Virginia University in 1971 and 1973, respectively. Furthermore, Dr. Barrett is a lifetime member of the American Psychological Association.
During his academic career, Dr. Barrett was presented with a Fulbright Scholar grant to teach at the University of Zagreb and conduct research on mental health services in Croatia. The opportunity enabled him to help prepare students at the University of Zagreb for the important work of providing services to people with mental disorders. He also accepted several awards, including a Faculty Award from the University of Colorado Health Sciences Center in 1995 and a Teaching Excellence Award from the University of Denver in 2000.
