Previously, he was an assistant professor of public health at Utah Valley University, an environment health supervisor and data analyst with the Salt Lake County Health Department. Additionally, Dr. Waters chaired various committees at Utah Valley University, including the public and community health outcomes assessment committee and directed the Health Services Administration degree program.
During his career, Dr. Waters gained valuable expertise in the field through educational, management and consulting positions with the University of Utah and the Salt Lake Valley Health Department, where he worked in the Environmental Health Division and Community Health. Throughout his career, he has utilized his expertise as first author in peer-reviewed publications such as the "The Effect of Follow-up Inspections on Critical Violations Identified During Restaurant Inspections," "Examination of the Association Between Announced Restaurant Inspections and Inspection Scores" and "Impact of Internet Posting of Restaurant Inspection Scores on Critical Violations". One of the most notable achievements of Dr. Waters' career was developing the first diesel emission control program in the nation, which was adopted by multiple states and mandated by the Environmental Protection Agency.
A certified graduate education instructor, Dr. Waters holds a Bachelor of University Studies in environmental health, a Master of Public Administration and a Doctor of Philosophy in public health from the University of Utah. He also received an HACCP certificate and a plan reviewer certification through the U.S. Food and Drug Administration, and is a licensed environmental health specialist. In order to remain aware of developments in the field, Dr. Waters aligns himself with the Utah Society of Public Health Educators, the Utah Public Health Association and the Utah Environmental Health Association.
Devoted to his community, Dr. Waters has contributed through the Bluffdale City Council and Planning Commission and various church and religious organizations. In recognition of his outstanding work, he received the Samuel J. Crumbine Consumer Protection Award for Excellence in Food Protection from the Conference for Food Protection in 2012 and the Vision Award through the Salt Lake County Health Department in 2015.
