Excelling in a long, successful and diversified career in health care for 40 years, Dr. Gallagher worked throughout Washington, Virginia, Ohio, Georgia and Texas in various administrative roles. Retiring from the field in 2012, she had contributed for her last four years as the principal of her own organization, Margaret Gallagher and Associates Healthcare Consulting, where she consulted on matters of nursing administration, neonatal nursing, education and mental health advocacy. Throughout her career, other noteworthy roles to her credit have included service as the director of women and infant services and as the associate chief nursing officer at Ben Taub General Hospital in Houston, as the administrative director of the child and adolescent center at the University of Texas and MD Anderson Cancer Center in Houston and as the director of clinical education and performance development at Memorial Healthcare Systems in Savannah, Georgia. Additionally, Dr. Gallagher devoted nearly a decade as an assistant professor at Norfolk State University between 1982 and 1991, as well as several short-term teaching appointments at Ohio State University and Texas Woman's University.
Well-regarded in her field, Dr. Gallagher accomplished much throughout the length of her professional journey. She notably expanded the Resource Mothers Program in Virginia and several other states, which was designed to reduce infant mortality among pregnant teenagers. She also established the Family Centered Program at the MD Anderson Cancer Center and, throughout her career, was instrumental as a mentor, fostering leadership and advocacy skills to other nurses. Additionally, Dr. Gallagher contributed numerous articles to various professional publications on topics relative to her area of expertise.

She was also a volunteer and member of the board of the National Association on Mental Illness (NAMI) in Greater Houston, where she has since begun teaching as a part of the NAMI Homefront. A free, six-session educational program, it supports family members, caregivers and friends of military personnel as well as veterans experiencing various mental health conditions. The program is taught by trained NAMI members with a military connection. Dr. Gallagher's father, an inspiring role model for her while coming of age, was notably a physician who served in the military in the medical corps.
Following in her father's footsteps by pursuing a career in health care, Dr. Gallagher received a Bachelor of Science in Nursing at Duke University and Incarnate Word College in 1959 and 1961, respectively. She later attained a Master of Science in Nursing at Catholic University of America in 1969 and a Doctor of Philosophy in urban services at Old Dominion University in 1991. Dr. Gallagher also became an advanced certified nurse administrator and registered nurse in the state of Texas.
Dr. Gallagher was aligned with several organizations relating to her career, including the American Nurses Association, the American College of Healthcare Executives, the Houston Organization of Nurse Executives, the National Association of Neonatal Nurses and the National Perinatal Association. She was also active with Sigma Theta Tau. A celebrated Marquis listee, Dr. Gallagher has been featured in approximately a dozen editions of Who's Who in America, Who's Who in American Nursing, Who's Who in Medicine and Healthcare, Who's Who of American Women and Who's Who in the World.
