Now retired from a very prominent career in engineering, Dr. Means devoted 47 successful years to his field. Hired by the Pacific Missile Test Center at Point Mugu, California, in 1962, shortly after earning his undergraduate degree. He spent 10 years in his role, and was subsequently promoted to engineer manager. He also spent 10 years with the Space and Missile Test Organization at Vandenberg Air Force Base in California as a Technical Director, a position that was appointed to him by President Jimmy Carter. He spent 19 years with Stanford Research Institute in Menlo Park, California, as a Senior Technical Advisor, until 2009.
A consultant in his field for many years, beginning with Agri-Craft in Camarillo, California, in 1968, Dr. Means later consulted for Astro Geo Marine, Inc. in Ventura, California, and Lockheed Martin Corporation, which is headquartered in Bethesda, Maryland. Additionally, Dr. Means was president of the International Foundation for Telemetering and taught computer science and electrical engineering for the after-hours program at Chapman University. As a researcher, he notably acquired two United States patents for a semi-conductor test set and a solid-state auto-resetting fuse.
A career that evolved from his time served in the military, Dr. Means, who is a Korean veteran, spent three years in the United States Navy between 1955 and 1958. Discovering electronics during those very impressionable years, he combined his passion for mechanical engineering with electronics after being discharged and went on to graduate from the University of Arizona with a Bachelor of Science and Master of Science in electrical engineering in 1962 and 1966, respectively. Dr. Means later acquired a doctorate degree at the University of California Santa Barbara in 1972 and a Master of Science in computer science at Chapman University in 1988. He is a certified engineer-in-training in the state of Arizona.
Dr. Means' experience in the Navy had a huge influence on him. He met many mentors along the way, one of which helped him acquire a management position during his career. Among several other great opportunities, he helped successfully negotiated with the President of the Marshall Islands the continuance of shooting ballistic missiles into the Kwajelein Lagoon as part of the United States Air Force. He also helped the Cape Canaveral Air Force Station in Florida where he had the responsibility for range safety on launches. Additionally, Dr. Means was involved with building the space shuttle at the launch complex at Vandenberg which was ultimately used for other launch vehicles.
In honor of his many accomplishments, Dr. Means received an Allen R. Matthews Award from the International Test and Evaluation Association in 1991 and a Pioneer Award from the International Foundation of Telemetering in 2006.
